E-DRUG Bulk Purchasing Schemes

Murray Baileys reply clarifies what he is looking for. However there are
many different models of Bulk Purchasing Schemes and it would be good to
hear about the range. Today and tomorrow I will be attending a meeting here
in Boston to discuss the pooled procurement of second line TB drugs. A
similar concept. There will be 11 different organizations attending and it
will be interesting to hear what can be done in this situation. Richard

Dear Otavio C. da Silva,
I am pursuing government (rather than NGO) funded BPS. In this
arrangement the government makes a "seeding grant" which is used to set
up the purchase of a restricted range of quality, essential drugs which
are then on-sold to the private sector (doctors and pharmacists) which
subsequently makes the drugs available to patients at a price they can
afford. The profits made in the scheme are used (revolving fund) to keep
the system operating, with superfluous (!) funds generally going into
consolidated revenue. My project seeks to retain these funds in the
Ministry of Health in order to also provide education through academic
detailing.
Whilst we all talk about public sector / private sector collaboration in
developing countries, this BPS process is evidence of existing
collaboration.
The best known multi-country system is of course the Eastern Caribbean
BPS. I would be happy to hear about even single country systems which
are perceived to be successful. I know that there is at least one in
Vietnam (I think operated from Hanoi) , and several in Africa (which are
more likely to be operated through NGOs.)
