E-DRUG Subject: Revolving Fund Bulk Purchase Schemes (BPS) for Pharmaceuticals

Yet another request for help..................

I am completing my Master of Public Health degree from the University of
New South Wales and am now undertaking the research component. My
project is to assess the capacity of the Fiji BPS for pharmaceuticals to
provide evidence-based essential drugs for hypertension to Fiji and to
the small island states (SIS) of the South Pacific, and with the profit
generated (if any) to fund academic detailing to these countries
possibly through some form of electronic communication or
teleconferencing.=20

Direct contact has already been made with the Eastern Caribbean BPS,
seeking their collaboration.

Recently I have been in Fiji collecting local data. The project has been
approved by the Fiji Ministry of Health, with Professor A. Rotem of UNSW
as Supervisor and Dr G. Galea of WHO Fiji as Co-supervisor.

I seek collaboration with colleagues in Vietnam and/or in Africa where
there are successful revolving fund BPS. I would like to compare the
Fiji scheme to two other BPS which are considered by their managers or
governments to be successful.

Please Email me directly if you would be prepared to share in English or
French:
* compliance with objectives for which the BPS was originally
established.
* annual reports and financial statements for the last three years.
* any analysis / consultant reports on the BPS operation which are not
confidential.

Naturally, any collaboration will be acknowledged and my final
dissertation will be provided to those people who collaborate.

[Moderators comments This is an interesting request. Despite the success of
the ECDS in the Eastern Caribbean, I don't know of any other multi-country
schemes. There are successful NGO programs that cater for multiple
different organisations such as MEDS in Kenya, or Joint Medical Stores in
Uganda etc. I look forward to the responses and Murray's final report.
