E-DRUG: Can we standardise the pharmaceuticals' mark-up on cost? (4)

Dear E-druggers
It is true that access to essential medicines is a basic human right. It is also true that local tax rates on medicines are an important component of the drug prices at least in developing countries.
Moreover if access to essential medicines are basic to human rights what about medical treatment costs, for after all the cost of drugs in the overall treatment/hospitalisation cost is only a fraction.
Therefore if there needs a cap on markup on drug prices will somebody work out a mechanism on mark up on treatment costs?
