Background
The Sourcing team is responsible for developing and implementing Market Shaping Strategies on health products and managing the operations of Pooled Procurement Mechanism (PPM). The PPM annual spend of $1.2 billion which represents over 60% of Global Fund health products spend and about 25% of Global Fund grant spend annually is being utilized by 60 countries.
Role Summary
The Contractor will be based in Geneva and will work within the Health Technologies and Pharmaceutical sub-teams to support specific sourcing strategies as well as the operational transactions of the product portfolios including demand management and portfolio management of specified PPM countries, all of which are core to the objectives of the market shaping strategies.
Key Responsibilities
The Scope of Work of shall include the following activities:
• Support the development and implementation of the sourcing strategies for Health Products
• Contribute to the operational management of the Pooled Procurement Mechanism
a) Demand and Supply Management
• Support the consolidation of demand for global forecasting
• Engage in the management of country demands to support supply planning and framework commitments
• Contribute to the allocation of country orders to suppliers
b) Portfolio Management
• Be the focal point lead for specified PPM countries
• Support the portfolio management for specified PPM countries
c) Transaction Management
• Implement execution of orders from supplier allocation through Wambo /PPM Procurement Service Agent (PSA)
• Implement the management of emergency orders through the Rapid Supply Mechanism, where required
d) Strategic Sourcing
• Support execution of global tenders for specified health products
e) Stakeholder Management and Reporting
• Support non-PPM countries or entities to expand the benefits on sourcing strategies and framework agreements
