E-drug: drug donations to Sri Lanka (cont)

dear E-druggers,
thanks all for the interest - I'll try to explain the problem more
clearly:
It's not the Sri Lankan authorities who causes the problem, but the
german donor who refused to reimburse the costs for the drugs which were
bought in Colombo (unfortunately, I don't know some more exact datas,
it's one of these micro-projects financed by a german lokal church
council). And this german lokal church council wants some confirmation,
that the quality of drugs purchased in Sri Lanka is supervised and in
general reliable. That's all - seems to me just a piece of this typical
"german products are best, so why support the lokal markets?"

[Thanks, Andreas, that clarifies the confusion created. As the Sri Lankese
Drug Regulatory Authority has already confirmed they are controlling the
local market, maybe we can change the discussion into donor behaviour and
recommendations for donors how to assess the good quality of donated
drugs?
I recall an April 1998 E-drug message announcing a new publication by HAI
on "Developing Essential Drug Policies - a guide for NGOs",

Maybe some E-druggers could discuss the impact of those guidelines?
