E-DRUG: Drug Donations (cont)

Dear E-druggers,
Well, the standards Tim Dodd suggests seem reasonable.
I wonder however, why countries do not flatly refuse donations which are
not up to any standard? If they have almost no shelf-life left, or are not
on the essential drug list (or the national drug-list) then you cannot
do anything with them. Refusing seems the option which also
would prevent the sender from getting his tax-break. It also would
make local health-care easier because there would not be chance
that the drugs would be used, and either creating demand or
poisoning people.
I am aware however, that much depends on the grip the local authorities
have on the drug-imports.
