E-DRUG: Drug Donations (cont)

Dear E-druggers,
This may seem like a 'daft-laddie' question, but sometimes those are the
good ones.
If the driving force behind some of the less-useful or less appropriate
drug donations is the tax break, how do we lobby to change the rules for
application of the tax laws? Could there be a standard that says, for
example, that to qualify to tax exemption, or to off-set against total tax
liability any drug donation must:
a) have at least 2/3 shelf-life remaining;
b) be of drugs contained on the current EDL of the country concerned;
c) comply with a nominatde standard for drug donations.
Or am I just an unrealistic ideallist?
