E-drug: Drug promotion tours

Dear colleagues,
I would like to ask your comments on the following:
A medicinal preparation is not registered in our country, while the
promotion of not registered products is prohibited. Nonetheless, an
advertising campaign for the product is already being carried out:
1. The pharmaceutical wholesale company and connected
organizations (having interest in registration of this medicinal
preparation) invited physicians to participate in a tour abroad
where an advertising conference for the product was arranged.
Among the participants were authorities and one member of
Parliament.
2. At return, participants started organizing similar conferences for
specialists and even held them in the Parliament.
Representative of the manufacturer and the wholesaler actively
participated in them. Distribution of the product was hoped to be
arranged through these seminars.
My question to you would be:
1. How could one evaluate the activities under 1 and 2?
2. What measures could be taken against the manufacturer and
the organizers of these events?
