In Norway article 14 in our "Norwegian Medicinal Products Act"
states:
'Medicinal products shall, with the exemptions provided by the Act,
only be sold in pharmacies or by authorised wholesale distributors.
Articles, which according to the Act, are classified as medicinal
products, and are intended for technical, scientific or other
non-medical purposes, can be sold by manufacturers and retailers if
this is in accordance with the regulations laid down by the Ministry.
The croen can decide that certain commonly used non/prescription
medicinal products can be sold by retailers not holding a special
licence, if this is in accordance with the regulations issued by the
Ministry.'
(In practice no special licence has been issued as far as I know).
I believe all the Nordic countries restrict sale of non-prescription
drugs to pharmacies only.
