The background:
Action Medeor, a German NGO, took part in a call for proposals of the European Commission: The call was about technology transfer in the fields of HIV, TB or Malaria.
action medeor and its partner TPI (Tanzania Pharmaceutical Industries Ltd., Arusha) proposed to set up a solid plant dedicated to manufacturing high quality ARVs for the needs of the country -Tanzania. This project aims to support the national strategic approach to combat HIV in giving training in various fields beyond the scope of pure manufacturing (i.e. TRIPS etc.).
We have signed the contract with the EC Dec 2006 and would like to ask E-drug to publish our invitation - below - for expressions of interest.

Procurement Notice - Invitation for Expressions of Interest - 2007-01b
Name of the project:
Production unit for solid dosage forms in Arusha, Tanzania
The project encompasses the planning, the design and the construction of a production unit of solid dosage forms (tablets, film coated tablets, hard gelatine capsules, dry syrup, approx. 100 million units/annum).
The following works and services are required:
- Design of the whole building and execution of the production (GMP) part including utilities excluding or including process equipment
- Evaluation, ordering and installation of process equipment including qualification
The outer construction, ware houses, secondary packaging, offices and laboratory will be subject to a separate local tender depending on the design of the selected offer.
The execution of the project is expected to start in July 2007 and last about 13 months.
Interested companies are hereby invited to submit expressions of interest.
The notice is intended to assist the interested services providers in presenting their applications based on information required for the evaluation of their capacity to carry out the contract in question.
A shortlist of maximum eight qualified companies will be formally invited to submit proposals according to the conceptual design of the project, which will be made accessible to them under a secrecy agreement.
The guidelines of procurement by grant beneficiaries in the context of EC external actions will apply.
The basic principles governing procurement of goods, works and services are competitive bidding and equal opportunity to all qualified bidders. Transparency in the process is achieved by public Notices of Invitation to Tender which are regularly updated.
Since the untying of aid, the rule of origin for budget line projects implemented in least developed countries is governed by reciprocal access and has been extended and now comprises of the following:
· member states of the European Union
· member states in the European Economic Area
· developing countries (according to the DAC list)
· international organizations
· OECD countries
All contracts include very strict deontological clauses intended, among other things, to prevent and eliminate conflicts of interest and corrupted practice.
The rules for awarding contracts as well as the evaluation and award criteria are explicitly defined in the tender dossier.
For determining the capability and experience of firms seeking to be short listed, the information submitted shall include the following:
- company profile, organisation and staffing
- details of experience or similar projects undertaken in the previous 5 years
- If the company has been found by a judicial process or other official enquiry to have engaged in corrupt or fraudulent practices, details of the basis for the outcome of such process or enquiry shall be provided with their expressions of interest
action medeor reserves the right not to short list firms that have been found to have engaged in corrupt or fraudulent practices regardless of the results of technical evaluation of the expressions of interest.
For the purposes of short listing, action medeor will expect the companies to demonstrate sound experience in the planning and execution of production units.
