E-DRUG: Estimating drug requirement at primary health centres

Dear all,
In the Indian context every Primary Health Centre (PHC for short) caters to the needs of a population of around 30,000.
How does one calculate the amount of drug requirement for this population? And more important how does one decide the budget allotment?
Are there any studies on this line?
I believe that my state, ie Karnataka government, has decided to increase the budget for drug purchase for PHC. It is in this context that I need information.
