E-DRUG: Evidence in impact of medicine regulation

We are doing some work around medicine regulation reforms in low income countries. One of our information gaps is on the value of the benefits of medicine regulation. When one invests in improving regulation systems in low income countries, what measures exist to estimate the impact of such investments? How do we value these benefits?
