The Global Health Fellows Program (GHFP) is a five year cooperative
agreement implemented and managed by the Public Health Institute (PHI)
in partnership with the Harvard School of Public Health, Management
Systems International and Tulane University School of Public Health and
Tropical Medicine. GHFP is supported by the US Agency for International
Development (USAID).
GHFP's goal is to improve the effectiveness of USAID Population, Health
and Nutrition programs by developing and increasing capacity of health
professionals in Washington, DC and overseas. This is accomplished
through the recruitment, placement and support of junior, mid- and
senior-level health professionals; a diversity initiative focused on
providing internship and mentoring opportunities in international public
health to underrepresented communities; and professional and
organizational development activities to bolster USAID's ability to
maximize results and strengthen its leadership role in global health.
INTRODUCTION:
The Health Systems Division of the USAID Global Health Bureau's Office
of Health, Infectious Disease and Nutrition seeks a Pharmaceutical
Management Advisor to contribute to the Division's broader mandate of
advancing USAID work on health system strengthening to support results
in the area of health, to provide expert advice in the area of
Pharmaceutical Management, and to participate in oversight of its
Strengthening Pharmaceutical Systems (SPS) Program and the Promoting the
Quality of Medicines (PQM) Program.
The Pharmaceutical Management Advisor will receive day-to-day direction
from the Pharmaceutical Management Officer, who serves as the Assistance
Officer's Technical Representative for the SPS and PQM Programs, under
the overall guidance of the Health Systems Division Chief. The Advisor
will be a member of the Health Systems Division team and interacts with
other team members who have complementary areas of expertise.
DUTIES AND RESPONSIBILITIES:
The Pharmaceutical Management Advisor will:
A. Liaise with clients of the SPS and PQM Programs, such as USAID
missions, regional bureaus and health program teams (e.g., maternal
child health, tuberculosis, malaria, neglected tropical diseases), and
provide technical direction and administrative advice to the two
programs' implementing partners through headquarters and field visits
(Estimated 35% Level of Effort-LOE)
* Review annual program work plans and assess performance by
participating in quarterly reviews
* Develop and provide information on budget proposals, and
ensure tracking of financial obligations and expenditures. Design other
management systems as needed to support USAID regular and ad hoc
reporting requirements
* Participate in designing the strategic approaches and scopes
of work for new pharmaceutical management programs to address the
challenges and remove the barriers affecting health program development
* Participate in the development and monitoring of assigned
elements of cooperating agency work plans, including the overarching
pharmaceutical management components affecting the performance of the
health system or specific activities designed more directly to help
achieve US Government objectives in the areas of maternal, neonatal and
child health, and infectious diseases
* Oversee selected research activities being undertaken by the
cooperating agencies such as intervention research on drug use practices
in the community, increasing access to drugs by utilizing the private
sector, strengthening pharmaceutical sector governance, or development
of low cost, low tech tools to screen for and detect sub-potent drug
products
* Oversee implementation of selected cooperating agency
pharmaceutical management health system improvement efforts as well as
those supporting the office's health programs (e.g., tuberculosis,
malaria, maternal child health, neglected tropical diseases).
* Work directly with regional bureaus, missions, and cooperating
agencies to help coordinate SPS and PQM support to the field to selected
USAID geographic regions
B. Provide USAID missions and other operational units such as
regional offices with technical assistance in pharmaceutical sector
governance, policy and management, quality assurance of medicines,
pharmacovigilance, rational medicines use, and systems strengthening,
including participating in country health system assessments (Estimated
35% LOE)
* Keep abreast of new developments and emerging issues in drug
policy, financing and management in the evolving international health
environment that affect USAID's priority health interventions by
attending meetings, workshops, and conferences. Formulate
recommendations for USAID action in response to these developments, and
share relevant information with colleagues and other interested parties
* Prepare and conduct presentations for colleagues, other
donors, cooperating agencies and contractors, among others, to inform
stakeholders about medicines policies, pharmaceutical management,
governance, antimicrobial resistance, rational use, health system
strengthening developments and issues affecting access to and use of
medicines and other health commodities, and the role of USAID
* Provide senior level technical support to USAID bureaus and
missions, presidential initiatives, and other donors and contractors in
the development of strategies and approaches related to pharmaceutical
governance and management, quality assurance/pharmacovigilance, and
systems strengthening
* Provide senior level technical support to health sector
activities in selected USAID countries by participating on country
teams, reviewing strategies and annual reports, and helping to meet
technical assistance needs
* Participate in agency task forces, work groups, and/or design
teams on the basis of interest and expertise
* Maintain and enhance Health Systems Division relationships
with a broad range of stakeholders, including: the President's Emergency
Plan for AIDS Relief, the President's Malaria Initiative, the maternal,
neonatal, child health and infectious disease teams, field missions,
regional bureaus, contractors, multilateral and bilateral donor
organizations, foundations, global initiatives providing medicines and
other health commodities, the pharmaceutical industry, and US Government
agencies, among others
* Contribute to strengthening HIDN's approaches and strategies
for enhancing health system performance in the delivery of Population,
Health and Nutrition priority interventions in reproductive, maternal,
neonatal and child health, HIV/AIDS, malaria, and infectious diseases
* Provide technical guidance on pharmaceutical management,
product quality assurance, pharmacovigilance, pharmaceutical sector
governance, rational use of medicines, antimicrobial resistance, and
other relevant pharmaceutical management policy issues
* Co-lead and conceptualize the development and implementation
of signature pharmaceutical management policy initiatives, strategic
approaches, interventions, and tools to support the new Global Health
Initiative under the Medical Products, Vaccines and Health Technologies
Building Block
C. Additional responsibilities (Estimated 30% LOE):
* Country team support: Participate in teams of US Government
colleagues to support health and broader foreign assistance programs in
USAID countries
* Global Health Bureau liaison: Collaborate in strategy
development and program design teams for specific USAID Population,
Health and Nutrition priority areas (e.g., reproductive health,
maternal, neonatal and child health, HIV, tuberculosis, malaria, other
public health threats) to ensure appropriate health system content and
approaches, with a focus on overall pharmaceutical management and
pharmaceutical quality issues
* Knowledge sharing: Identify knowledge, skills and capacity
needs of USAID colleagues (and others as appropriate) in pharmaceutical
management and pharmaceutical quality assurance issues, and develop
opportunities to address these needs. Identify critical new advances in
these fields and develop approaches to share appropriately
* Intellectual leadership and innovation: This is a broad area
of work that includes identifying constraints that keep developing
country health systems and/or USAID-supported activities from having the
desired health impact and developing innovative approaches to address
these constraints. This area can include activities such as carrying out
or directing analytical work, writing papers, engaging with others, and
promoting action agendas
* Travel: The Advisor is expected to travel about 12 weeks per
year subject to the availability of funds and work priorities
Other tasks or responsibilities may be assigned based on (a)
organizational and programming need and/or (b) the Technical Advisor's
own interests.
REQUIRED KNOWLEDGE, SKILLS, AND EXPERIENCE
* Master's degree in public health, pharmacy, nursing or related
discipline
* Minimum ten years' relevant experience in health systems with
at least three to five years' experience in an international or resource
poor setting
* Demonstrated understanding of public health issues in
developing countries
* Knowledge of and experience working in pharmaceutical
management, including rational use of medicines
* Demonstrated flexibility and openness in responding to
changing work priorities and environment
* Strong analytical and problem-solving orientation
* Excellent team work, networking, facilitation and negotiation skills
* Strong oral and written communication skills
* Demonstrated ability to work effectively in a large
bureaucracy, in a collegial environment, and on a large number of tasks
simultaneously
* A high degree of initiative, a commitment to quality, and a
willingness to participate in a broad range of activities
* Excellent organizational and management skills
* Mastery of a language in addition to English
* Capable of acting as liaison with many different stakeholders
and representing USAID's perspective in a multi-donor setting
* Willingness and ability to travel as required
* US Citizenship or US Permanent Residency required
