E-DRUG: Global Fund procurement rules and WHO PQ (3)

A clarification:
The text the Board decided upon is not the text pasted by Andy Gray--that text was the recommendation from the Portfolio Management and Procurement Committee (PMPC) to the 9th Board Meeting.
The text of the relevant decision passed by at the 9th Board Meeting is this:
"Decision Point:
The Board requests the PMPC to develop options on the quality assurance of single-and limited-source pharmaceutical products and to report to the Tenth Board Meeting.
There are no budgetary implications on this decision point."
Essentially the Global Fund Board decided to put off making a decision about what to do about the deadline until the 10th Board meeting, in April 2005. During that time the deadline is extended.
The Portfolio Management and Procurement Committee (PMPC) had recommended to the 9th Board Meeting that the deadline be extended until December 31 2005. This was a consensus-minus-one recommendation by the PMPC. The private sector did not support it.
The Board did not have the chance to vote on whether or not the deadline should be extended by one year, until December 31 2005. The private sector delegation to the Global Fund Board instead submitted an amendment that would create a country by country, drug by drug waiver process for any country that wanted to use a drug not on the pre qualification list, or not registered by a "stringent" drug regulatory authority. It would also have required new procurement plans signed after December 31 2005 to use only prequalified or drugs registered by a "stringent" drug regulatory authority. This amendment did not pass.
Instead, the Board passed the text above.
The PMPC will reconsider this issue during its January 2005 meeting in Geneva, and will make a recommendation to the Global Fund Board. The Board will then meet in April and will make a decision. The April Board may decide to extend the deadline from April 2005 until Dec 31 2005. This would be the wisest decision.
