[e-drug] Global Fund Procurement policy document released

E-DRUG: Global Fund Procurement policy document released
--------------------------------------------------------

Dear E-druggers,

The Global Fund (http://www.theglobalfund.org/en/) has just released the

"Guide to Global Fund's Policies on Procurement and Supply Management"; see
http://www.theglobalfund.org/pdf/procurement_supply_management_policies.pdf

The Guide is intended to clarify the policies to recipients of funds, and
their advisers. It will apparently be followed by an accompanying document
that will assist recipients and local funding agents to implement these
guidelines.

This guide is not intended to replace existing guidelines but to be used
together with several existing ones, such as:

- Interagency Guidelines: Operational Principles for Good Pharmaceutical
Procurement. WHO, Geneva, 1999. WHO/EDM/PAR/99.5.
www.who.int/medicines/library/par/who-edm-par-99-5/who-edm-par-99-5.htm.

- "Managing Drug Supply, 2nd edition", Management Sciences for Health, with
support from WHO. No website (yet), but some sections available online via
the WHO ARV toolkit at
http://www.who.int/hiv/toolkit/arv/en/content.jsp?d=arv.04

- "HIV/AIDS medicines and related supplies: Contemporary Context and
Procurement" published recently by World Bank: see
http://siteresources.worldbank.org/INTPROCUREMENT/Resources/Technical-Guide-
HIV-AIDS.pdf

- "Surmounting Challenges : Procurement of Antiretroviral Medicines in Low-
and Middle-Income Countries: the experience of MSF", MSF, UNAIDS and WHO;
see http://www.accessmed-msf.org/documents/procurementreport.pdf

- "A public Health Approach for Scaling Up ARV Treatment : toolkit for
programme managers", prepublication draft, WHO, August 2003
See http://www.who.int/hiv/toolkit/arv/en/index.jsp

E-drug would welcome some critical reviews of the available guidelines!
