SHORT TERM CONSULTANCY OPPORTUNITY: SUPPORTING THE DEVELOPMENT OF A STRATEGIC DEMAND FORECAST FOR KEY MEDICINES AND HEALTH PRODUCTS

The Global Fund to Fight AIDS, Tuberculosis and Malaria was created to dramatically increase resources to fight three of the world's most devastating diseases, and to direct those resources to areas of greatest need. With US$ 22.6 billion for more than 1,000 programs in 150 countries (as of 1 December 2011), the Global Fund has become the main source of financing in the fight against AIDS, tuberculosis and malaria.

Over 40% of these funds are committed to the procurement of pharmaceuticals and other health products. Principal Recipients (PRs) in each country are required to submit procurement and supply-chain management plans (PSM plans) which outline how the PR will adhere to the Global Fund's procurement and supply management policies and also include a list of key health products with their respective estimated quantities, cost. Thus far, the Global Fund Secretariat has not systematically extracted, compiled or prepared value-added analysis of the critical information from these plans for key health products.

The Global Fund is seeking 2-3 short term consultants to support the Procurement Support Services Team at the Global Fund Secretariat in Geneva consolidate information from the existing PSM plans submitted by Principal Recipients in order to feed into a strategic demand forecast for key medicines and health products procured utilising Global Fund grant resources.

The role involves collating, validating and extracting key data from the PSM plans of selected countries/grants allocated to the consultant and supporting the analysis of the aggregated information.

It is envisaged that the duration of the contract will be 35 working days (7 weeks) from either 3 0r 10 September and will require the consultants to work at the Global Fund offices in Geneva for that period.

The minimum required qualifications and experience are
* A University degree
* 2 years' experience in working with pharmaceutical and health products - with experience with HIV, TB and malaria products is desirable
* A solid understanding of pharmaceutical and health product nomenclature and specifications
* 2-3 years' experience in data handling
* Strong MS Excel skills
* An excellent knowledge of English; a good working knowledge of French and/or Spanish would be an advantage

In assessing each candidate, the Global Fund will determine which proposal would provide the greatest value to the Global Fund price and other factors considered.
