Terms of Reference
Technical Assistant in Procurement & Supply Chain Management, to support the Coordination of the Executive Secretariat to fight AIDS, Tuberculosis and Malaria
The Government of the Republic of Djibouti requested and received three grants from the Global Fund to fight AIDS, Tuberculosis and Malaria, in order to finance its National, Multisectoral STI/HIV/AIDS, Tuberculosis and Malaria Control Program.
The Djibouti portfolio currently consists of four activity programs:
* DJB-607-G04-H. signed on 25th April 2007,
* DJB-607-G03-T. signed on 25th April 2007,
* DJB-607-G02-M. signed on 25th April 2007,
* DJB-404-G01-H. signed on 10th April 2007,
According to the terms and conditions of the Global Fund grant agreement for the funding of HIV-AIDS, Tuberculosis and Malaria Control Programs of the Ministry of Health, the Executive Secretariat to fight Aids, Tuberculosis and Malaria was nominated as the Principal Recipient for these grants. To that end, a duly qualified and experienced pharmacist, responsible for the "procurement and supply chain management (of health products)" and for the supervision and coordination of the procurement of medicines and health products, was assigned by the Ministry of Health.
The Government of the Republic of Djibouti, Ministry of Health wishes to appoint a Technical Assistant to strengthen its procurement and supply chain management systems in support of the Executive Secretariat to fight Aids, Tuberculosis and Malaria. These terms of reference define the mission of the Technical Assistant in procurement and supply chain management.
The objectives assigned to the Technical Assistant in procurement and supply chain management as part of the implementation of programs receiving Global Fund funding:
The objectives assigned to the Technical Assistant in procurement and supply chain management are as follows:
i) Diagnose the current management tools and coordination system for the procurement and supply chain management of medicines and health products (reagents, consumables, mosquito nets, condoms and all other health products) for HIV/Aids, Tuberculosis and Malaria Control Programs.
ii) Set up an efficient system for the procurement of medicines and health products, in accordance with national regulations, whilst respecting the requirements from the Global Fund in terms of the quality of its products, storage, distribution and traceability, subject to the plan relating to purchases and stock.
iii) Develop, with the pharmacist assigned to the Executive Secretariat and with national managers, management tools adapted to ensure stock monitoring (inventory, goods receipt sheet, delivery, consumption follow-up), guarantee traceability and product quality.
iv) Train all participants in the procurement system for medicines and health products on techniques for drafting the Procurement Supply Management (PSM) plan for the three Programs and for drafting technical specifications for the procurement of medicines and health products.
v) Ensure the training of stock managers within health facilities, national programs and the principal recipient in stock management and monitoring.
Expected deliverables
The deliverables of the Technical Assistant in procurement and supply chain management are as follows:
Ø Produce a diagnosis document which highlights the strengths and weaknesses of current management tools and the current coordination system for the procurement and supply chain management of medicines and health products (reagents, consumables, mosquito nets, condoms and all other health products) for HIV/Aids, Tuberculosis and Malaria Control Programs. A schedule for implementing recommendations to be made available.
Ø Set up and make available a procedures manual for the procurement system of medicines and health products meeting the requirements of the Global Fund, enabling to monitor orders, stock levels, distribution, monthly consumptions of all medicines and pharmaceutical products;
Ø Implement each of the three programs in line with the procurement and supply chain management plan relevant to each program;
Ø Ensure that the management and planning tools for the procurement of medicines and other medical products are in place and used by health facilities;
Ø Ensure the training of stock managers, national programs and the principal recipient for the management of medicines and health products. The average monthly consumptions, delivery delays, emergency stock, minimal stock, rotation stock to be made available at a national level and in all health facilities;
Ø Make quantification tools for the requirements in medicines and health products available to national programs and the principal recipient and ensured that they use them.
Required skills
§ A pharmacist or a contracting specialist for pharmaceutical products
§ At least 5 years experience in drug management
§ At least 3 years of international experience in drug management in francophone Africa or in the lower region
§ Ability to lead workgroups
§ Strong sense of initiative and organizational skills
§ Ability to work in French essential
§ Very good communication and interpersonal relationship skills
§ Ability to work with national counterparts in capacity-building
§ Knowledge of IT tools (Word, Excel, Powerpoint, etc.)
Duration
The duration of the provision of the Technical Assistant in procurement and supply chain management is estimated at 9 months with the possibility of renewal is necessary.
The Technical Assistant in procurement and supply chain management will work at the Executive Secretariat (E.S) under the supervision of the Executive Secretary and in collaboration with the Technical Director, the Pharmacist assigned to the E.S, the Contracting Department, the Aids, Tuberculosis and Malaria Control Programs as well as the CAMME ("Centrale d'Achat du Matériel et des Médicaments Essentiels" - central procurement agency for essential equipment and medicines).
