E-DRUG: Help wanted - Namibian national drug policy

Dear e-druggers,
We are currently developing the first National Drug Policy in Namibia
and would appreciate getting your comments on experiences/practices
regarding the following issues we feel might be controversial:
1. Should persons other than pharmacists be allowed to own a private
retail pharmacy?
2. Under which circumstances should private practitioners (medical
doctors) be permitted to sell/dispense medicines to their patients?
3. Which policies regarding the pricing of drugs in the private
sector appear to have worked; which are experiences with different
systems of pricing drugs, e.g. uniform or varying percentage mark-ups,
fee-for-service systems, reference pricing?
We are aware that decisions taken on these issues will mainly depend
on the particular situation of a country. However, your comments
might assist us in our discussions.
