They originated as a body conducting financial transactions for British colonies - first appointed in 1749 to transfer and account for grants made to colonies from the British Treasury. Their activities expanded into different areas including purchasing and distributing supplies. Thanks to Murtada and William's contribution on this subject.
I particularly value the information on KEMSA, and I see that as something we at MSL also need to do.
In terms of the creation of a 'central medical stores', It would seem to me that such an idea of a medical stores, like other service and administration systems that were being set, was very much a part and parcel of the establishment of a colonial administration and service infrastructure that required to account for colony governance.
It would therefore appear that a central medical stores would have been set up to provide the duty that we know now, and over time to serve both the governing community and those governed, at their segregated health service delivery points. But as to whether this central medical stores idea was specifically set up to serve the colonized community alone, I cannot say.
