Dr. Passmore's suggestion of a UN resolution discouraging inappropriate drug
donations in emergencies certainly deserves consideration. Moreover,
governments that allow tax deductions for medical donations ought to consider
legislation encouraging adherence to the WHO Guidelines and barring deductions for
donations that do not meet them. Policing donations is difficult, although
PSF sent people to the tsunami-affected areas for this purpose, as did PQMD.
But the ideal is to prevent future problems. Therefore, when an
inappropriate donation is found, it is important to determine and report the identity of
the donor. Efforts to educate the perpetrator and dispose of the bad
donation can then begin.
