Bonface's message reminded me of the helpful World Bank publication
(2004) by Yolanda Taylor:
Battling HIV/AIDS: a decision maker's guide to the procurement of
medicines and related supplies.
Chapter 2 of the publication provides a concise guide on how to deal
with IP issues in the procurement of HIV treatments.
It discusses the position of LDCs who may elect - as per the 2001 WTO
Doha Declaration on TRIPS and Public Health - not to grant or enforce
pharmaceutical product patents (and postpone implement data protection)
until at least 2016.
