E-DRUG: Irrational drugs in India - how to act

Dear friends,
The Government of India in its report titled "Access to Essential Drugs and Medicine", under the National Commission on Macroeconomics has identified under the table "Pattern of pharmaceutical sales in India 1999" (Page number 163 and Table 9), top ten irrational, and needless drugs sold in India.
Of the top 10 products, two belong to the category of irrational vitamin combination and cough syrup while the other drug is a useless liver drug.

1) I am interested in knowing if other countries have identified such drug lists.
2) Most of theses drugs are popular and sold widely. Amongst the drugs listed is Digene. Why is it needless? What makes it pharmacologically needless? Similarly for Liv 52. What is the scientific evidence if one where to argue in the court of law? I would appreciate if pharmacologists can give references from standard text books and reliable resources.
