The Director, PQM Programs is a leadership position within the Global Health Impact Programs department. It is responsible for strategizing, planning, organizing, directing and overseeing the implementation of programmatic and operational activities as part of the Promoting the Quality of Medicines program (PQM) cooperative agreement (HRM-A-00-00-00017-00) in accordance with the U.S. Agency for International Development (USAID).

The incumbent will provide managerial and technical leadership and oversight in the implementation of the international USAID programs and administration of funds to support program work in accordance with terms and conditions of 22 CFR 226, "Administration of Assistance Awards to U.S. Non-governmental Organizations" according to the Schedule, Program Description and Standard Provisions of the cooperative agreement.

Experience: Minimum of 12 years professional experience working with/leading public health programs/initiatives in developing countries. Previous USAID grant or contract management experience is essential. Prior experience in a scientific based industry and knowledge of cGMP in the pharmaceutical manufacturing industry required. Minimum of 5 years of people management experience.

Required Skills:
* A track record of effectively leading a performance based and outcome-based program and staff.
* Ability to recruit, manage, and develop a strong team of staff, program/project managers, and development professionals. This individual will serve as a "player/coach" to motivate and mentor his/her team.
* High level of integrity and commitment to quality.
* Knowledge of USAID, PMI and PEPFAR programs, project management, and administration.
* Demonstrated progression in career with increasing responsibilities.
* Must have exceptional knowledge of public health issues in developing countries, especially in the areas of HIV, TB, and Malaria as well as knowledge of other major pandemics.
* Must have an understanding of generic pharmaceuticals, including testing and production. Knowledge of cGMP in the pharmaceutical manufacturing industry required.
* Must possess excellent verbal, written and presentation skills. Grant writing experience helpful.
* Strong commitment to personal and team accountability.
* Ability to build relationships and network with professionals from USAID, PMI, PEPFAR and other international organizations (WHO, PAHO, MSH, etc.) as well as local in-country representatives and government officials. Ability to create a team environment among globally located staff.
* Ability to work with nationals from varied backgrounds and cultures. Ability to speak a foreign language a plus (English, Spanish, French, Arabic, or Mandarin).
* Individual must possess the ability to influence without direct authority.
* Results driven with demonstrated successful outcomes.
* Ability and desire to work well with diverse employees and customers in a cooperative and friendly manner.
* Ability to travel at least 25% of the time.
* Must possess ability to handle multiple priorities in a fast-paced environment.
