part of the SCMS project, funded by PEPFAR.

Job Title: Laboratory Logistics Advisor
Reports to: SCMS Lead Resident Advisor
Location: Windhoek, Namibia
BACKGROUND:
The Partnership for Supply Chain Management (PSCM) is implementing the
Supply Chain Management System (SCMS) contract for the U.S. Agency for
International Development (USAID) as part of the President's Emergency
Plan for AIDS Relief. SCMS will strengthen or establish secure,
reliable, cost-effective, and sustainable supply chains capable of
meeting the care and treatment needs of people living with and affected
by HIV and AIDS. In coordination with in-country and international
partners, SCMS will: assist programs to enhance their supply-chain
capacity; ensure that accurate supply-chain information is collected,
shared, and used; and provide quality, affordable, health care products
to those who need them. SCMS will establish field offices in selected
countries as required by the scope of work in the country.
OVERALL RESPONSIBILITIES:
The Laboratory Logistics Advisor provide technical assistance to the
Namibia Institute of Pathology (NIP) and other partners, supporting a
range of programs, but primarily focused on strengthening logistics
systems for laboratory commodities to support the national HIV/AIDS
program and improving supply chain management practices. The commodities
include but are not limited to: laboratory reagents, laboratory supplies
and consumables and Rapid Test Kits. The Laboratory Logistics Advisor
will also work to ensure that logistics management requirements are
adequately provided for in all USG-funded HIV/AIDS commodity support
programs in Namibia.
SPECIFIC RESPONSIBILITIES:
The Laboratory Logistics Advisor will have responsibilities including,
but not limited to, the following:
* Provide overall supply chain management technical assistance
support to the Namibia Institute of Pathology (NIP) and other partners.
* Provide support to the NIP for the procurement, management and
distribution of HIV/AIDS related laboratory reagents and supplies to all
sites.
* In collaboration with the NIP monitor the functioning of the lab
Commodity distribution system, ensuring that stock outs and overstocks
at the laboratories and testing centers are avoided or kept to the
minimum
* Provide technical assistance in forecasting and quantification
of laboratory reagents and related commodities and in the preparation of
procurement plans.
* In consultation with the SCMS Lead Resident Advisor identify the
need for specialized laboratory logistics technical assistance from
SCMS/Washington and coordinate this assistance when provided.
* Conduct on-the-job trainings and other laboratory logistics
training workshops for NIP and cooperating agency staff in order to
improve forecasting, storage and distribution, and inventory control of
laboratory reagents and supplies.
* Monitor the national pipeline for all HIV/AIDS related
laboratory commodities. Identify funding and product gaps and work
closely with the SCMS Lead Resident Advisor to mobilize resources
necessary to fill those gaps.
* Regularly brief the SCMS Lead Resident Advisor on developments
in and activities concerning the logistics system for laboratory
reagents and supplies.
* Provide support to USG-supported HIV/AIDS projects, as
necessary.
* Maintain close working relations with all USG-funded HIV/AIDS
cooperating agencies.
* Develop SCMS Project work plans with the SCMS Namibia and the
PEPFAR Team, including the promotion of innovative laboratory logistics
approaches.
* Provide required narrative and financial reports to the SCMS
Lead Resident Advisor for submission to USAID and SCMS/Washington as per
the agreed schedule.
* Support the SCMS Lead Resident Advisor in tasks as needed.
QUALIFICATIONS
* 5 years experience in logistics management, warehousing or
distribution operations, preferably in the medical, clinical laboratory
or pharmaceutical industries.
* Degree in Laboratory Technology, Medical, Pharmacy, Public
Health, Public Administration or Business Administration, or equivalent
experience.
* Strong analytical skills including the ability to analyse
business processes, information systems, organizational policies and
human resources to determine weaknesses in processes and propose
changes.
* Experience in developing country work experience, particularly
under U.S. Agency for International Development (USAID) and/or Centers
for Disease Control (CDC) funding desirable.
* Experience with procedures for internal and external quality
control, total quality management or six sigma.
* Experience with ISO certification practices a plus.
* Excellent skills in representation, liaison and collaboration
with government, private, and non-governmental organizations
* Excellent reporting and writing and communication skills in
English
* Demonstrated skills in Microsoft Office Suite applications,
including Word, Excel, Project, Visio and Powerpoint
* 3 years experience in project management with demonstrated
leadership skills and the ability to work in a team environment.
* 5 years experience using or implementing MRP, warehouse
management, logistics management, laboratory information management
systems (LIMS) or ERP systems.
* APICS certification a plus.
* Long term resident working experience in Namibia preferred.
This is a full time position based in Windhoek, Namibia, with some
domestic travel to provide field monitoring and technical assistance,
