Description: The Partnership for Supply Chain Management (PSCM) is
implementing the Supply Chain Management System (SCMS) contract for the
U.S. Agency for International Development (USAID) as part of the
President s Emergency Plan for AIDS Relief. SCMS will strengthen or
establish secure, reliable, cost-effective, and sustainable supply
chains capable of meeting the care and treatment needs of people living
with and affected by HIV and AIDS. In coordination with in-country and
international partners, SCMS will: assist programs to enhance their
supply-chain capacity; ensure that accurate supply-chain information is
collected, shared, and used; and provide quality, affordable, health
care products to those who need them. SCMS will establish field offices
in selected countries as required by the scope of work in the country.
The resident logistics advisor will serve as a technical advisor to the
Ministry of Health and Child Welfare (MOHCW) of the Government of
Zimbabwe, supporting a range of MOHCW programs, but primarily focused on
strengthening logistics systems for HIV/AIDS commodities, and improving
supply chain management practices. The commodities include but are not
limited to: antiretroviral drugs (ARVs), drugs for opportunistic
infections (OIs), HIV test kits, and lab supplies. This position, which
will be based at the JSI SCMS office or at the National Pharmaceutical
Company (NatPharm), will help to organize and provide technical
assistance to the MOHCW HIV/AIDS Logistics sub-unit of NatPharm and help
to coordinate the activities of the sub-unit with the MOHCW Department
of Pharmacy Services and the MOHCW AIDS & TB Programme. The RLA will
also work to ensure that logistics management requirements are
adequately provided for in all USG-funded HIV/AIDS commodity support
programs in Zimbabwe.
RESPONSIBILITIES
Provide overall supply chain management technical assistance support to
the HIV/AIDS sub-unit at NatPharm and to the Ministry of Health and
Child Welfare Department of Pharmacy Services and AIDS and TB Programme.
Ensure coordinated communication between NatPharm, the AIDS and TB
program, and the Department of Pharmacy Services (DPS)
Assist Natpharm in improving the storage and distribution of HIV/AIDS
and other health commodities.
Monitor the implementation of the HIV/AIDS commodities ordering and
distribution system.
Analyze data generated from the LMIS reports for understanding of
performance of Zimbabwe s logistics system for HIV/AIDS commodities.
Provide analysis to stakeholders and ensure that data generated from
LMIS are used for supply chain management decision making.
Ensure that training on the HIV/AIDS commodities ordering and
distribution sub-system is rolled out on a national scale and
supervision plan is in place.
Provide technical assistance in forecasting and quantification of
HIV/AIDS commodities.
Provide technical assistance in the preparation of procurement plans.
Identify the need for specialized logistics technical assistance from
SCMS/Washington and coordinate this assistance when provided.
Conduct on-the-job trainings and other logistics training workshops for
public sector staff and cooperating agency staff in order to improve
forecasting, storage and distribution, and inventory control.
Monitor the national pipeline for all HIV/AIDS commodities. Identify
funding and product gaps and work closely with the Country Director and
MOHCW sub-unit to mobilize resources necessary to fill those gaps.
Coordinate closely with all donor organizations and other stakeholders
to ensure rational and timely procurement of HIV/AIDS-related
commodities.
Regularly brief the Country Director on developments in and activities
concerning the logistics system for HIV/AIDS commodities.
Serve on HIV/AIDS donor coordination committees as requested.
Provide support to other USG-supported HIV/AIDS projects, as
necessary.
Maintain close working relations with all USG team members and
USG-funded HIV/AIDS cooperating agencies.
Develop SCMS Project work plans with the SCMS Zimbabwe team and USAID,
including the promotion of innovative logistics approaches.
Provide required narrative and financial reports to the Country
Director for submission to USAID and SCMS/Washington as per the agreed
schedule.
Maintain close coordination and consistent communication with the SCMS
office in Washington, DC.
Support the SCMS Country Director in tasks as needed.
This position is resident in Zimbabwe for a minimum of 2 years.This is
a full time position based in Harare, Zimbabwe, with some domestic
travel to provide field monitoring and technical assistance, and some
international travel to attend conferences/meetings
QUALIFICATIONS
Required:
Post-graduate degree in public health, public administration, logistics
or equivalent.
Minimum five years developing country experience in managing a public
health logistics program, preferably funded by an international
development agency.
Excellent skills in representation, liaison and collaboration with
government, private, and non-governmental organizations.
Excellent reporting and writing skills in English.
Demonstrated skills in Microsoft Office Suite applications, including
Word, Excel, Access and Powerpoint.
Proven ability to work as part of a team.
DESIRED
Significant work experience in HIV/AIDS programs, health commodity
logistics, and/or supply chain strengthening.
Experience with USAID health programs is highly desirable, as is
experience working in Sub-saharan Africa.
Skills in PipeLine and Quantimed software preferred.
