Description:
The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President s Emergency Plan for AIDS Relief. The purpose of the contract is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed to provide care and treatment of persons with HIV/AIDS and related infections. SCMS will offer services in focus countries identified by USAID, with SCMS field offices established in selected countries as required by the scope of work in the country.
Overall Responsibility
The Demand Management and Quantification Manager (DMQ) leads the Planning and Fulfillment Unit at the SCMS Project Management Office (PMO) in Arlington, Virginia, and works closely with the Procurement, In-Country Operations, Freight and Logistics and MIS units. The PFM will have responsibility for the Quantification and Supply Planning Team, Demand and Fulfillment Team and Global Inventory Management.
The DMQ is responsible for end-to-end order fulfillment and planning activities including annual global forecasts and quarterly updated supply plans for ARVs, test kits and lab equipment; quarterly updated demand plans to inform inventory stocking decisions, manufacturing demand plans and plan coordination with other donors and active partners.
The DMQ will lead quarterly planning meetings by creating structured agendas and ensuring pre-work to support meeting inputs. The DMQ will lead the process of fulfillment planning by working with the Global Inventory Manager, Procurement Services Agent and in-country program coordinators and managers to determine how orders are to be fulfilled.
The DMQ will review the performance and realization of SCMS supply plans, proposing alternative or innovative solutions to improve project performance.
RESPONSIBILITIES
Integrate the Fulfillment and Quantification Units by ensuring forecasts and supply plans for all product classes are available and updated on a quarterly basis to inform inventory purchasing and manufacturing planning.
Maintain tight coordination and communication between the Planning and Fulfillment unit and the Procurement and In-Country units.
Represent the Planning and Fulfillment Unit at the weekly PMT meeting
Work collaboratively with the Global Inventory Manager, Country Program Managers and the in-country quantification teams to review country supply plans for all commodities. Recommend adjustments and reach consensus with in-country program management as needed.
Aggregate and maintain global and regional demand forecast from all in-country quantifications and demand forecasts. Update the global and regional demand forecast quarterly. Work with Procurement Services Agent (PSA) to develop quarterly manufacturing supply plans.
Monitor and report on forecasting accuracy, at country and global level.
Assist in the development of MIS forecasting solutions.
Work with the Procurement Managers and the Inventory Manager to ensure that the procurement and inventory plans comply with demand forecast and resolve any discrepancies.
Issue quarterly planning reports for demand fulfillment, procurement, and inventory management.
Manage order fulfillment planning for antiretroviral (ARV) and opportunistic infection (OI) drugs and respond to ad-hoc requests for order status updates from field and PMO staff.
Develop, maintain and distribute the weekly late order report and drive action to resolve outstanding consignments.
Work with the procurement, freight forwarding and in-country program management teams to resolve commodity returns and order fulfillment errors, and institute corrective action to avoid a recurrence.
Monitor demand levels to identify changes in demand, new products and products where demand is declining
Recommend changes to the e-catalog required based on the current procurement period i.e. new vendors, new commodities, new prices, new dosage forms, new formulations, new packaging, new procurement terms, new handling instructions, new order fulfillment periods, etc
QUALIFICATIONS
Graduate degree in supply chain management, business or equivalent experience.
Significant relevant experience in international supply chains (preferably in public health) with substantive experience in forecasting and quantification, procurement, commodity policy, management, and supply chain systems strengthening.
Experience in the field of HIV/AIDS, health, logistics, family planning or development.
Excellent written and oral communications skills.
A proven ability to work as a part of and leading teams but also self-managing of own time.
Demonstrated skills in relevant forecasting software (SCMS will be using Quantimed, ProQ and PipeLine), or other similar computer software programs, as well as general-purpose software such as Excel, Access, etc.
International work experience, particularly under United States Agency for International Development (USAID) funding a definite plus.
English fluency required including speaking, writing, understanding, and reading. Other languages fluency a plus.
Ability and willingness to travel internationally.
Current US work authorization preferred
