E-DRUG: drug basket experiences in Africa?

dear E-druggers,
Procuring essential drugs with donor funds often results in parallel procurement systems that are not building capacity in Africa. Which E-druggers have experience and can describe their positive/negative experiences with "joint drug baskets" where both the MOH and the donors put all their resources into one joint system?
I have heard about Mozambique and Uganda being good examples? Other countries?
