UNOPS has been selected as one of two Principal Recipients for the Global Fund Round 9 Grants for HIV/AIDS, Tuberculosis and Malaria in Myanmar. One of UNOPS's major responsibilities in implementing the Grants will be procurement and supply chain management of medicines and health products. In order to manage this responsibility, UNOPS will seek to strengthen warehousing and distribution to public sector facilities of HIV/AIDS, Tuberculosis and Malaria medicines and health products. The services of a logistics consultant is requested for a period of 2-3 months (negotiable) with the following terms of reference:
In collaboration with the National Disease Programmes (NAP, NTP and VBDCP), carry out a survey of the current public sector storage facilities and distribution systems for medicines and health products. In particular the consultant shall:
1. Assess the conditions (including storage of heat sensitive items) and capacities of the current storage facilities of NAP, NTP and VBDCP at central and state/division level;
2. Estimate additional warehouse space needed based on the estimated procurement quantities in the Global Fund Round 9 Proposals;
3. Explore the availability of warehousing facilities suitable for pharmaceuticals and other health products;
4. Prepare bidding specifications and documents for outsourcing of warehousing for malaria medicines, HIV/AIDS medicines and other related health products;
5. Assess the current system for distribution of medicines and health products for the National Disease Programmes (NAP, NTP and VBDCP) including the current Management Information System for medicines and existing patient reporting system;
6. In collaboration with the National Disease Programmes (NAP, NTP and VBDCP),UNAIDS,WHO, UNICEF, UNFPA, develop an alternative system of distribution of medicines and health products; outsourcing may be one option;
7. In collaboration with the National Disease Programmes (NAP, NTP and VBDCP),UNAIDS, WHO, UNICEF, UNFPA recommend actions for improving Management Information System for medicines and health products and the patient records.
8. Prepare bidding specifications and documents for outsourcing of distribution of HIV/AIDS, tuberculosis and malaria medicines and other related health products to public health facilities;
9.Identify training needs in supply chain management for staff of the National Disease Programmes (NAP, NTP and VBDCP); and
10. Based on the above prepare an implementation plan and budget for improving warehousing and distribution including outsourcing as an option.
The consultancy should ideally start before the end of March 2010.
Qualifications:
3-5 years logistics experience in developing countries
Particular knowledge and experience in medical supply chain management
Genuine commitment to and proven experience of - capacity building with national partners
Excellent people skills and ability to work in a friendly, participatory, collegiate manner (and allowing for the gap in skills and knowledge resulting from the years of conflict)
Ability to design appropriate, sustainable systems
Good written and spoken English
Good documentation skills
