Background

The Myanmar Operations Centre (MMOC) under the UNOPS Asia and Pacific
Regional Office has been established to develop, support and oversee
UNOPS' portfolio of projects in Myanmar and to ensure that synergies
between projects are effectively developed. The MMOC plays a critical
role in ensuring quality services to UNOPS partners that meet stringent
requirements of speed, efficiency and cost effectiveness.

In February 2009, MMOC was selected by the Myanmar Country Coordination
Mechanism for The Global Fund to Fight AIDS, Tuberculosis and Malaria as
one of two Principal Recipients of GFATM grants for Myanmar. The
implementation of the grants is commencing in January 2011.

The Logistics Officer will work under the direct supervision and
guidance of the Procurement Specialist and overall direction of the
Programme Coordinator.

Duties and Responsibilities

Under the overall direction of the Programme Coordinator and direct
supervision and guidance of the Procurement Specialist, and in
accordance with UNOPS policies, procedures and practices, the Logistics
Officer is responsible for the planning and organizing of storage and
distribution of specialized and/or high value medicines or health
equipment and in accordance with the Financial Rules and Regulations
applicable to UNOPS and policies and procedures governing UNOPS
procurement activities and the procurement and quality assurance
policies of the GFATM on behalf of UNOPS as a Principal Recipient under
the GFATM Grant for HIV/AIDS, Tuberculosis and Malaria, Round 9. His/her
duties include:

Summary of Key Functions:
* Ensure that all pharmaceuticals are purchased, shipped,
stored and distributed following current Good Storage and Distribution
Practices according to WHO.

* Working with team member counterparts on procurement needs
and delivery schedules, providing technical support on specifications,
cost implications and logistics for safe delivery both internationally
and nationally.

* Ensure close coordination of storage and distribution
activities with all Sub-recipients under the GFATM grant.

* Ensure good coordination with the Local Fund Agent (LFA) on Logistics Issues.

* Monitor storage and distribution of pharmaceuticals and
health products procured under the GFATM grant.

* In collaboration with Sub-recipients develop sampling plan
for quality testing of medicines and coordinate the sampling of
medicines with Sub-recipients.

* Produce a LMIS (Logistic Management Information System).

* Provide advice and technical support to Sub-recipients on
storage and distribution.

* In collaboration with the procurement team, develop
related storage and distribution strategies.

* Ensure goods and services are provided according to client
needs with lead times that meet or exceed industry norms.

* Ensuring all logistics actions are conducted as required
by UNOPS according to UNOPS.

* Financial Rules and Regulations and the applicable
policies and procedures as well as the highest degree of personal and
professional ethics;

* Update standard operating procedures to ensure best practices.

* Arrange for constant updating and training of team members
and Sub-recipients of all process and procedures used as well as keeping
informed the progress of individual purchase contracts.

* Decide, plan and organize internal meetings, retreats,
teleconferences etc to ensure regular communication with technical,
contractual partners and sub-recipients to ensure achievement of
objectives and implementation of the work plan.

* Frequent travel to State/Divisions and Townships.

* Other duties as may be assigned by the Procurement Specialist.

The incumbent is responsible to abide by security policies,
administrative instructions, plans and procedures of the UN Security
Management System and that of UNOPS.

however the majority is reviewed on completion. Routine duties are

Technological awareness - Excellent computer skills and ability to use
software tools to present data clearly and concisely; Good working
knowledge of MS Office applications including proficiency in Excel,
Spreadsheets & Database Software and ERP would be desirable.

Education/Experience/Language

* Masters Degree in Pharmacy or Science or post graduate
studies in Business/Commerce, Economics, International Relations or
related fields with at least 5 years of relevant experience or Bachelors
Degree in the same disciplines with at least 7 years international or
national pharmaceutical logistics experience in the health field,
preferably within the UN system.

* Expert knowledge of international pharmaceutical procurement and supply chain systems.

* Knowledge of the Good Manufacturing Practice standards,
Good Storage and Distribution Practices established by the World Health
Organization.

* Knowledge of the GFATM's procurement and quality assurance policies.

* Market knowledge on products for the treatment and
management of HIV/AIDS, Malaria and TB.

* Fluency in English is essential.

* Working knowledge of a second UN language is desirable.
