BACKGROUND:
UNOPS provides its services through a global network of regional offices
and operations centres.
UNOPS health sector partners include the Global Fund to Fight AIDS,
Tuberculosis, Malaria (GFATM), the Three Disease Fund, the United
Nations Development Programme (UNDP), the United Nations Children's Fund
(UNICEF), the United Nations Population Fund (UNFPA), the World Bank,
the World Health Organization and many national governments.
UNOPS provides comprehensive support services to health sector partners
operating in some of the world's most challenging environments including
assistance in procurement of medical supplies and equipment,
construction of health infrastructure, financial management and capacity
development.
UNOPS helps advance United Nations Millennium Development Goal 6,
targeting reduced prevalence of HIV and AIDS, malaria and other
diseases. In this regard UNOPS procures Pharmaceuticals, Medical
equipment and devices, Diagnostic Kits in health sector on regular
basis.
As the Local Fund Agent for the Global Fund to Fight AIDS, Tuberculosis
and Malaria in 14 countries UNOPS provides independent oversight and
evaluation of grant implementation as well as advice to the Global Fund
on potential risks.
As the Local Fund Agent for the Global Fund in Armenia, Azerbaijan,
Bangladesh, Bhutan, Bosnia & Herzegovina, China, Ethiopia, FYR
Macedonia, Kosovo, Maldives, North Korea, Pakistan, Serbia and
Turkmenistan, UNOPS has extensive experience in the medical sector,
UNOPS has been selected as Principal Recipient in Myanmar with funding
from GFATM, and is responsible to procure various health and non-health
items; pharmaceuticals, drugs to fight HIV/AIDS, TB and Malaria and
other essential medicines required to run the Global Fund programme in
Myanmar. UNOPS also acts as fund manager for the Three Diseases Fund
(3DF) in Myanmar, where it is administering more than $125 million over
five years. This programme provides a simple and transparent instrument
to finance nationwide efforts to reduce the transmission of HIV and
AIDS, TB and malaria, and enhance care and treatment through access to
essential drugs and related services.
With the increasing involvement of UNOPS in the health sector
procurement over the past three years, UNOPS now finds it desirable and
wishes to formulate an organization-wide QA&QC policy and procedures for
procurement of items in health sector.
DUTIES AND RESPONSIBILITIES
UNOPS Procurement Services offer everything from one-time, stand-alone
procurement solutions to complete management of the procurement process.
With an increasing need for stringent standards and quality assurance
and control of Pharmaceuticals and other key health products, UNOPS now
seeks more innovative ways to ensure implementing appropriate quality
standards and systems based upon QA policy of the Global Fund and the
relevant WHO guidelines.
To move this important vision forward, UNOPS is hiring a QA expert to
develop a QA Manual to complement the UNOPS Procurement Manual,
detailing quality assurance policies and practices to guide procurement
of Pharmaceuticals and other key health products like Condoms, LLINs,
diagnostic test kits for malaria and HIV and other items in context with
the details mentioned above.
The International Pharmaceutical/Public Health QA Expert will be
expected to develop a QA policy and associated manual for the Myanmar PR
in particular and UNOPS as a global organization to provide procurement
services in health sector. By developing the manual incorporating the
polices, UNOPS will enhance its capacity, commitment and ability to
procure pharmaceuticals and health products in accordance with
international standards verified and maintained by WHO.
Under the direct supervision of Practice Lead, Health and in
coordination with Senior Procurement Experts of UNOPS, Pharmaceutical /
Public Health QA Policy Expert shall be responsible and to produce the
followings:
(A) Articulate and document an organization-wide UNOPS policy and
practices on pharmaceutical and health products procurement.
(B) Preparation of Pharmaceutical quality manual incorporating the
articulated policies and practices, based on the international best
practices in procurement and supply chain management of pharmaceuticals
and health products in line with WHO guidelines and donors requirements.
The work of the consultant for the above two main deliverables shall
cover the following aspects-
Develop standard and practices guiding pharmaceutical and health
products procurement.
Describe QA procedures to be followed during the procurement process and
during the entire supply chain including storage and distribution of
pharmaceuticals and other health products.
Describe guidelines and policies on the product selection and
estimation of needs- forecasting and quantification, in support of
client health programme needs
Establish standard solicitation documents for procurement of
pharmaceuticals and other health products.
Develop guidelines on the following:
Product information to be submitted by the suppliers along with their
offers.
Labeling and Package/packing identification.
Procedure/method for carrying out technical evaluation of bids.
Inspection of facilities before the contract award with regard to GMP
compliance,
Documents/ reports to be submitted by the supplier along with the
shipment.
Selection of inspecting agencies and testing laboratories.
Pre-shipment inspections, sampling and testing
Sampling procedures and testing plans for in-country quality monitoring
of pharmaceutical products.
Detailed procedure to handle product quality complaints and Recalls.
Any other procedures and practices required to be in place for
procurement of quality pharmaceuticals and health products.
Preparation of SOPs for the different processes as outlined above to
ensure safety and efficacy of the pharmaceuticals.
Providing the tools and metrics to assess organization wide quality
performance in relation to health product procurement and supply chain
management.
Recommendation for an appropriate structure at the corporate level to
support pharmaceutical and health product procurement and supply chain
management in the UNOPS regions.
REQUIRED SELECTION CRITERIA:
Competencies:

Education, Experience, Language:
Masters degree or equivalent in Pharmacy or any other related and
relevant field
Minimum 11 years of relevant experience.
Fluency in English is mandatory. Knowledge of a second UN language is an
advantage
