Duties and Responsibilities
The Quality Assurance Officer will work in close collaboration with
Procurement and Logistics unit, operations/finance staff, Project
Managers and Project teams, as well as with staff of other UN agencies
to exchange information and ensure consistent service delivery. Under
the overall guidance and direct supervision of the Porgramme Coordinator
of the Principal Recipient to the GFATM, UNOPS Myanmar Operations Centre
(MMOC), the Quality Assurance Officer shall be responsible for
performing the following duties:
Summary of Key Functions:
* Modifies, audits, and ensures manufactures quality standards
and protocol for processing materials into partially finished or
finished product.
* Implements methods and procedures for inspecting, testing, and
evaluating the precision and accuracy of products and production
equipment.
* Responds to technical and quality issues and assists in
resolving schedule conflicts.
* Evaluation of bids as technical expert.
* Specifies inspection and testing mechanisms and equipment.
* Conducts manufacturers quality assurance audits and performs
statistical analysis; ensures that the product is available to meet the
requirement.
* May assist in vendor selection and evaluation.
* Provide QA compliant handling.
* Assist procurement unit in event of product action/recall.
* Ensures QA during the entire supply chain.
* Review QA policies, ensuring procedures are compliant.
Job Description
* Responsible for the development and maintenance of the QA
standards and systems ensuring compliance according to GMP (Good
Manufacturing Practice) and Marketing Authorizations.
* Reviewing the technical specifications and advice suitable
modifications for a better quality product and at the same time allowing
maximum competition.
* Review quality documentation, Produce product quality reviews,
Contribute to preventative actions, Review and approve batch
manufacturing and packaging documentation, Perform audits.
* Co-ordinate with suppliers for the timely readiness of goods
for the Pre-dispatch inspection and sampling to initiate the timely
delivery as per the delivery schedule mentioned in the contract.
* Co-ordinate with NDRA, national programmes and testing
laboratories for the post delivery sampling and testing on a random
sampling basis (in-country quality monitoring).
* Management of Long term Agreements (LTAs) with various
inspection agencies and testing laboratories for the timely availability
of such services.
* Driving QA/QC initiatives to deliver savings, added value
benefits and improved value for money for UNOPS and its clients.
* Uses his/her quality management expertise to ensure efficient
support in the Bid Solicitation & Evaluation process, focusing on
achievement of the following results:
* Provide technical inputs for the finalization of technical
specifications.
* Provide necessary technical support for various bid
evaluations as Technical Expert to the bid evaluation team.
* Preparation and issuance of various EOIs, RFPs and RFQs for
the selection of inspection agencies and testing laboratories.
* Guidance and training of staff engaged in the quality
assurance/control activities in the procurement process.
* Any other assignment as deemed necessary by the supervisor.
Education/Experience/Language
* Master's Degree in Pharmacy or Quality Management. Preference
will be given to those who are holding an additional qualification in
Quality Management.
* A minimum of 5 years of experience in Quality Assurance /
Control of Pharmaceuticals / Medical devices / Medical Equipment.
* In-depth knowledge of procurement procedures and quality
assurance policy of GFATM.
* Experience in the usage of computers and office software
packages (MS Office 2007 and/or newer versions).
* Fluency in English is essential (must be able to effectively
communicate in both oral and written form). Working knowledge of a
second UN language is desirable.
