Project Background
UNOPS Asia & the Pacific Office (APO) has been designated as the Fund
Manager for the Three Diseases Fund in Myanmar (hereinafter referred to
as the "Fund"). The Fund has been established by a donor consortium in
order to provide a humanitarian response to three epidemics (HIV/AIDS,
Tuberculosis and Malaria) within the National Communicable Diseases
Programme context by engaging all key stakeholders.
The Fund is governed by two bodies:
- A Donor Consortium responsible for, among others, establishing
operating policies, appointing a Fund Board, appointing the Managing
Agent, commissioning the reviews of the Fund, and funding.
- A Fund Board responsible for assessing the National Strategies and
Programmes as a basis for its decision making on funding, and for
overseeing the Fund Manager, and providing technical and political guidance.
As the Fund Manager, APO is responsible for the management of the Fund
in an independent and transparent manner.
Duties and Responsibilities
Under the overall supervision of the Regional Director, APO and under
the direct supervision of the Chief Executive Officer (CEO) and in
accordance with UNOPS policies, procedures and practices, the
Procurement Officer is responsible for the planning and organizing of
the procurement of complex, specialized and/or high value goods on
behalf of the Fund and in accordance with Financial Rules and
Regulations applicable to UNOPS and policies and procedures governing
UNOPS procurement activities.
His/her duties include:
- Ensuring that all pharmaceuticals are purchased following
Inter-agency Guidelines: Operational Principles for Good
Pharmaceutical Procurement
- Working with concerned stakeholders on procurement needs for
pharmaceuticals and health commodities, other goods and services and
providing technical support on specifications, cost implications and
logistics for safe delivery both externally and internally; United

- Liaising with, and coaching other colleagues with respect to all
aspects of procurement and monitoring of pharmaceuticals, health
commodities and other goods and services delivery in
Myanmar;
- Developing a knowledge of national drug/commodity storage and
distribution systems and networks; strengthening these where
appropriate, or identifying alternatives as required;
- Analyzing specific procurements requirements and developing related
procurement strategies;
- standardizing and finalizing specifications and preparing shortlists
based on needs and investigation of related market, including financial
analyses to identify suitable vendors with due
consideration to price, quality, delivery time, warranty and after sale
servicing where applicable;
- Issuing invitations to bid, requests for quotation and requests for proposals; evaluating submissions to ensure technical compliance with the Fund's needs and cost-effective purchase of goods and services;
- Procuring pharmaceuticals and health commodities, equipment, goods and services at the best value; ensuring reliability of sources; monitoring and following up with vendors until final satisfactory delivery; anticipating problems and taking timely and appropriate
decision to ensure objectives are met;
- Supporting in developing inventory control system for pharmaceuticals and health commodities,
equipment and goods;
- Ensuring all procurement actions are conducted as required by the Fund according to UNOPS
Financial Rules and Regulations and the applicable policies and procedures as well as the
highest degree of personal and professional ethics;
- Publishing procurement advertisements and awards and maintaining a database onprocurement activities;
- Monitoring market, evaluating suppliers of goods and services;
- Contributing to the development of the Fund Manager's work plans and reports;
- Other duties as may be assigned by the Chief Executive Officer.
Academic Qualifications/Experience/Language
- University degree in pharmacy, business/commerce, economics, international relations orrelated fields;
- at least seven years experience in a similar position including at
least five years practical experience in international procurement of
pharmaceuticals in a large international organization preferably with
the UN system or International Nongovernmental Organization;
- knowledge of the Good Manufacturing Practices standards established
by the World Health Organization;
- Market knowledge on products for the treatment and management of HIV
and AIDS, Malaria and TB;
- minimum five years of relevant experience in a developing country;
experience in South and/or South-east Asia an asset;
- ability to work with minimal supervision in a complex environment;
- ability to establish good working relationships with colleagues and
stakeholders with different cultural backgrounds;
- ability to motivate a team;
- willingness to undertake regular field visits in difficult conditions;
- excellent writing and analytical skills;
- Fluency on both written and spoken English. Knowledge of Burmese
would be an asset.
