Project Background
UNOPS Asia & the Pacific Office (APO) has been designated as the Fund Manager for the Three Diseases Fund in Myanmar (hereinafter referred to as the "Fund"). The Fund has been established by a donor consortium in order to provide a humanitarian response to three epidemics (HIV, Tuberculosis and Malaria) within the National Communicable Diseases Programme context by engaging all key stakeholders.

The Fund is governed by two bodies:
1· A Donor Consortium responsible for, among others, establishing operating policies, appointing a Fund Board, appointing the Managing Agent, commissioning the reviews of the Fund, and funding.

2· A Fund Board responsible for assessing the National Strategies and Programmes as a basis for its decision making on funding, and for overseeing the Fund Manager, and providing technical and political guidance.

As the Fund Manager, APO is responsible for the management of the Fund in an independent and transparent manner.

Duties and Responsibilities
Under the overall supervision of the Regional Director APO, the direct supervision of the Chief Executive Officer (CEO) and in accordance with UNOPS policies, procedures and practices, the Monitoring and Evaluation Specialist's duties include:
- in close coordination with the Fund Manager's Public Health Officers, develop and update an effective M&E system for actions supported by the Fund; the system will comply with donor M&E
requirements, will be coherent with national M&E systems, and will generate data that allow for economic analysis (including assessment of cost-effectiveness
- ensuring that M&E data are readily available, as appropriate, to stakeholders;
- ensuring adequate feedback to/from the Fund's beneficiaries on data obtained from the Fund's internal M&E system;
- advising projects/actions supported by the Fund on their own internal M&E systems/needs;
- providing technical assistance to Fund beneficiaries as necessary to ensure participation in the M&E process and an adequate flow of information and data;
- gaining in-depth knowledge of the national M&E systems and reporting to the Fund Board, through the CEO, on its consistency and effectiveness;
- developing and implementing the Fund Manager Office's own M&E system for self-monitoring;
- contributing to the development of the Fund Manager's work plans and reports;
- supporting as directed any monitoring or evaluation missions commissioned by the Fund Board or UNOPS;
- facilitating the design of selected operational research to ensure availability of quality data in relation to epidemiology of the three diseases
- other duties as may be assigned by the Chief Executive Officer.

Academic Qualifications/Experience/Language
- Advanced degree in public health, health economics, epidemiology, social science, statistics, or other related field relevant to the above duties;
- Minimum ten years experience with M&E of health projects in developing countries, including qualitative and participatory evaluation methodologies;
- Demonstrated experience in conceptualizing, designing and implementing M&E systems;
- Experience in training would be an asset;
- Excellent writing and data analytical skills;
- Previous successful involvement with, and good knowledge of NGOs and civil society;
- Ability to work with minimal supervision in a complex environment;
- Strong communication and facilitation skills, and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment;
- Knowledge of the political, economic and social situation in Myanmar desirable;
- Willingness to undertake regular field visits in difficult conditions;
- Fluency on both written and spoken English. Knowledge of Burmese would be an asset.
