Duties and Responsibilities
Under the overall direction of the Regional Director –APO and in accordance with UNOPS policies, procedures and practices, the Director UOI is responsible for the establishment, staffing, management and operation of the UOI. The purpose of the UOI is to provide procurement and other management services to the Government of India (GOI) in support of a number of high profile public sector health programmes.

His/Her duties shall include:
- Provision of leadership, guidance and direction for the establishment, staffing, management and operation of the UOI.
- Working within UNOPS general policies, procedures and practices shall create and establish
operational policies, procedures and practices for the UOI so as to provide adequate support to the GOI and to safeguard UNOPS.
- Liaison and negotiation with senior level officials of the GOI to ensure the needs of the Government are understood and being fully met and a cordial relationship is maintained.
- Providing oversight of the procurement and supply of health commodities to several high profile public sector health programmes in India with an annual value of approximately US$250 million.
- Identification of the skills and qualities required of a team of professionals capable of providing
required support to the GOI, and the recruitment of suitable staff.
- Maintenance of a working environment allowing each team member and the team as a whole to
perform at very high levels
- Understanding of global public health programmes predicting changes that may affect the GOI
programme or UNOPS
- Decide, plan and organize internal meetings, retreats, teleconferences etc to ensure regular
communication between team members, senior GOI staff and leaders of industry and to ensure
achievement of objectives and implementation of the work plan.
- Performance of other duties, as may be assigned by the Regional Director -APO

Academic Qualifications/Experience/Language
- University degree in pharmacy or science topic and post graduate studies in business/ commerce, economics, international relations or related fields
- At least 15 years experience managing high level international public and private sector procurement systems
- At least 10 years as overall manager of large UN health sector procurement and supply system unit.
- Proven capability to create new procurement systems within the UN, including establishment of new policy, practices and procedures allowing improved efficiency while working within the restriction of UN policy.
- Expert knowledge of international pharmaceutical and health commodity procurement and supply procedures and systems.
- Experience in pharmaceutical production in either the private or public sector.
- Strong leadership and management skills. Strong interpersonal skills and a team builder and team player.
- Ability to work with minimal policy guidelines in a high pressure and complex environment, creating new policy, practices and procedures as the project progresses.
- Extensive experience in communications with contacts at the highest levels of government, the UN and industry.
- Excellent analytical, communication, presentation and writing skills
- Experience with high level contacts with GOI health sector officials an advantage.
- Fluency in English is mandatory. Knowledge of a second UN language is an advantage
