Duties and Responsibilities
Under the overall direction of the Regional Director-APO, the direct supervision of the Director India Office for UNOPS (UOI) and in accordance with UNOPS policies, procedures and practices, the Senior Pharmaceuticals Procurement /Supply Chain Officer is responsible for the planning and organizing of specialized and/or high value medicines or health equipment on behalf of UNOPS and in accordance with the Financial Rules and Regulations applicable to UNOPS and policies and procedures governing UNOPS procurement activities.

His/her duties include:

* Provide leadership, guidance and direction for the management of the international procurement of medicines and health commodities. Coordinate the day to day operations of Procurement and Supply Chain subgroup, including management of secretariat staff and consultants and coordination of joint activities with the contractual and technical partners involved in UOI work

* Ensure that all pharmaceuticals are purchased following Inter-agency Guidelines: "Operational Principles for Good Pharmaceutical Procurement".

* Commission, maintain and safeguard pre-qualification projects for health commodities.
* Working with team member counterparts on procurement needs, providing technical support on specifications, cost implications and logistics for safe delivery both internationally and nationally

* Ensure close coordination of procurement activities with other UOI activities.

* Develop knowledge and monitor the commodity market for the goods and services, in the area of responsibility, and be able to identify and select potential vendors.

* Analyzing specific procurement requirements and developing related procurement strategies.

* Publish requests for Expressions of Interest, procurement advertisements and awards

* Issue invitations to bid, requests for quotations and requests for proposals; evaluating submissions to ensure technical compliance with UNOPS needs and cost effective purchase of goods and services.

* Procuring goods and services at the best value, ensuring reliability of sources, monitoring following up with vendors until final satisfactory delivery, anticipating problems and taking timely and appropriate decisions to ensure objectives are met.

* Ensure goods and services are provided according to client needs with lead times that meet or exceed industry norms.

* Ensuring all procurement actions are conducted as required by UNOPS according to UNOPS

Financial Rules and Regulations and the applicable policies and procedures as well as the highest degree of personal and professional ethics;

* Maintain database of all procurement activities with a view to automate repetitive processes as the project progresses.

* Update standard operating procedures to ensure best practices.

* Arrange for constant updating and training of team members and government of India counterparts of all process and procedures used as well as keeping informed the progress of individual purchase contracts

* Assist Director UOI to recruit and maintain a highly competent, enthusiastic and efficient staff within the operational subgroup

* Decide, plan and organize internal meetings, retreats, teleconferences etc to ensure regular communication with technical and contractual partners and to ensure achievement of objectives and implementation of the work plan.

* Other duties as may be assigned by the Director of UOI

Academic Qualifications/Experience/Language
* University degree in pharmacy or science topic and post graduate studies in business/ commerce, economics, international relations or related fields

* At least 10 years international or Indian pharmaceutical procurement experience in the health field, preferable within the UN system.

* Expert knowledge of international pharmaceutical procurement and supply systems.

* Knowledge of the Good Manufacturing Practice standards established by the World Health Organization.

* Market knowledge on products for the treatment and management of HIV, Malaria and TB.

* Strong leadership and management skills. Strong interpersonal skills and a team player.

* Ability to work with a minimum of supervision in a high pressure and complex environment

* Ability to communicate effectively with people of other cultures and with high level stake holders.

* Willingness to undertake international travel.

* Excellent analytical, communication and writing skills

* India experience is an asset.

* Fluency in English is mandatory. Knowledge of a second UN language is an advantage
