OBJECTIVES OF THE PROGRAMME
Working under Outcome 4.3 of GPW 13 (Improved financial, human, administrative resources management towards transparency, efficient use of resources and effective delivery of results), the Department of Supply aims to ensure high-quality, consistent and responsive supply services through a collaborative approach to procurement hence supporting an efficient delivery of WHO programmes.The Supply Department has a responsibility for developing supply policies and processes applicable worldwide for sourcing, contracting, purchasing, shipping goods globally and for supporting the procurement of services.
DESCRIPTION OF DUTIES
Under the direct supervision of the Team Lead, SUP/GPL, the incumbent manages a team by conducting the operations of service provisions covering all aspects of Drugs and Biological supplies procurement. He/she liaises and collaborates with the Director, BOS/SUP, the Team Lead, SUP/GPL, the Quality Officers SUP/GSP, other Teams and Groups within the Supply Department and counterparts in Headquarters and Regional Offices, as needed.
Overall responsibilities include:
* Assists the SUP/SCL group in the technical evaluation of pharmaceutical products tenders,provides input to the preparation of strategic and operational proposals to maintain and improve the efficiency, effectiveness and cost-effective level of services provided by the SUP/DBS group.
* Assists WHO Country office in defining their needs, guiding their forecast to align their procurement with the WHO QA policy requirements and provides support for importation of controlled medicines and other specifics requirements for pharmaceuticals.
* With the SUP/DBS group, processes Requests for Price Estimates received from Requesting Units worldwide and conducts tender processes; conducts routine and complex negotiations alone or in conjunction with senior level Supply colleagues.
* Regularly reviews procedures and performance statistics of the DBS group and staff, with an aim to continuously provide a higher level of service to clients.
* Analyzes and reports on all aspects of Drugs and Biological Supplies from the ERP and other reporting systems.
* Develops adequate global sourcing/purchasing strategy to implement strategic procurement with the aim to achieve Best Value for Money.
* In collaboration and under the technical guidance of SUP Quality Officers, builds and maintains relations with expert entities in the field of Drug and Biological Supplies, such as Technical Units in WHO and with other UN organizations.
* Assists technical units in preparing their procurement forecasts, through the gathering and analysis of existing data from the ERP system and other relevant sources, such as market research or benchmarking exercises with partnering organizations. Based on the procurement forecast plan, executes procurement activities like tendering processes. Works in close collaboration with colleagues in the Global Finance (GFI) for matters relating to supplier management, encumbrances and payments.
* Performs other related duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential:
* First university degree in a pharmacy field from an accredited/recognized institution.
Desirable:
* Advanced university in degree in supply chain management, procurement, transport, logistics or similar field from an accredited/recognized institution.
* Training in UN international logistics coordination and their application to supply management and monitoring.
* Certified training in procurement (CIPS or equivalent) and/or logistics.
Experience
Essential:
* A minimum of five years experience in the area of procurement and servicing of medical products in an international Organization or Company.
* Proven experience in negotiating and administrating complex contracts.
* Proven experience in the practical application of price/costs analysis techniques and processes and forecasting.
* Experience working with international pharmaceutical schemes and regulations.
* Supervisory experience, preferably of a large team.
* Experience using shipping and logistics integrated systems including an ERP system.
Desirable:
* Proven experience in procurement of health products in an international context comparable to WHO's (other UN agency, internationally recognized NGO) and with a focus on Public Health issues and Pandemics as defined by WHO.
* Previous participation to international, interagency pharmacist networks would be an asset.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2291 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
