OBJECTIVES OF THE PROGRAMME :
The Stop TB Partnership is to realize the goal of elimination of TB as a public health problem and, ultimately, to obtain a world free of TB by ensuring that every TB patient has access to effective diagnosis, treatment and cure; stopping transmission of TB; reducing the inequitable social and economic toll of TB; and developing and implementing new preventive, diagnostic and therapeutic tools and strategies to stop TB.

Description of duties:
a- Manage the development and implementation of the PSM work plan including its budget and, where necessary, manage the outsourcing of specific products and/or activities.
a- Directly manage the staff of the PSM sub-team (at least 5 staff) including conducting evaluations of performance as per WHO's Performance
-Management Development System and leading weekly meetings of the sub-team.
a- Manage the competitive selection and contracting of procurement and supply agents to ensure efficient procurement, supply and quality control of first and second-line anti-TB drugs including issuing invitations to bid, requests for quotation and requests for proposals; evaluating submissions to ensure technical compliance with the GDF's needs and cost-effective purchase of goods and services.
a - Coordinate the procurement of anti-TB drugs and related supplies at the best value; ensuring reliability of sources; monitoring and following up with vendors until final satisfactory delivery;
anticipating problems and taking timely and appropriate decisions to ensure GDF objectives are met.
a- Assume primary responsibility for the improvement of anti-TB drug supply chain lead-times, including the monitoring of key performance indicators for the GDF secretariat and its supply agents.
a- Maintain and enhance, as necessary, an effective drug order placement and tracking system for the GDF including the coordination of timely order placement with GDF supply agents.
a- Report to GDF management on finances required for forecasted drug orders and for orders placed.
a -Coordinate, jointly with GDF procurement agents, the establishment and management of strategic rotating stockpiles for first and second-line anti-TB drugs.
a- Lead GDF interventions to facilitate increased registration of first and second-line anti-TB drugs in recipient countries.
a- Lead and ensure effective collaboration with the WHO Department for Essential Drugs and Medicines Policy, particularly in relation to the Prequalification of anti-TB drugs and technical cooperation on drug management.
a- Coordinate, jointly with GDF procurement agents, market analyses and interventions to support GDF's strategic objectives with respect to increased access to low cost, quality first and second-line anti-TB drugs.
a- Work closely with the GDF Manager and other staff in the Stop TB Partnership Secretariat to develop and market the Direct Procurement Service to countries and funding mechanisms/agencies such as the Global Fund to fight AIDS, TB and Malaria and the World Bank.
a- Work closely with the GDF manager to ensure effective collaboration on procurement and supply with the Global Fund and UNITAID in areas of mutual interest.
a -Lead anti-TB drug forecasting exercises of the PSM sub-team and ensure effective and timely communication of forecasts to supply partners.
a- Assist in the development of new service lines relevant to PSM.
a- Ensure that all PSM components of GDF technical, advocacy and reporting documents are complete and up-to-date.
a- Ensure that the PSM sections of the GDF website and knowledge management system are up to date.
- Provide input into the development of policy documents related to PSM operations.

(II) Assist in other activities related to GDF/Stop TB:

a- Represent the PSM sub-team in GDF Management Review meetings and the GDF at internal and/or external meetings, as requested by the GDF Manager.
a- Participate in activities related to coordination and development of the GDF, including staff meetings.
a- Liaise with the Principal Officer, GDF Operations and the GDF Portfolio officers within the Applications, Review and Monitoring sub-team to ensure an effective demand-supply-monitoring activities' interface within the GDF.

The Procurement Team Leader will undertake other special work related to general activities within the Stop TB Secretariat as assigned and determined by the Executive Secretary and GDF Manager.
  
REQUIRED QUALIFICATIONS
Education:
Essential: An advanced degree in public health/management or pharmacy-related field.

Desirable: Degree in Business Administration.

Good presentation skills. Client oriented professional. Computer Literacy particularly in relation to data analysis, database and Excel skills.
   
Experience:
Essential: Considerable experience in a similar position including at least five years practical experience in international procurement of pharmaceuticals in a large international organization preferably with the UN system or International Nongovernmental Organization; Knowledge
of various tools, processes, standards and principles for drug management. Experience in working effectively with various organizations, including UN agencies, donors, national governments, NGOs
and private sector companies. Experience managing staff. Ability to travel. Proven experience of working independently under minimal supervision. Demonstrable experience of working as part of a multi-cultural team.

Desirable: Market knowledge on products for the treatment and management of TB.

Languages:
Excellent knowledge of English (written and oral) with a working knowledge of French. Knowledge of another WHO official language an asset.

61,834US$ at single rate Post Adjustment: 68.6 % of the above
figure(s). This percentage is to be considered as indicative since
variations may occur each month either upwards or downwards due to
currency exchange rate fluctuations or inflation.
