OBJECTIVES OF THE PROGRAMME :
The Stop TB Partnership was created to realize the goal of the elimination
of TB as a public health problem and, ultimately, to obtain a world free of
TB by ensuring that every TB patient has access tto effective diagnosis,
treatment and cure; stopping transmission of TB; reducing the inequitable
social and economic toll of TB; and developing and implementing new
prevention, diagnostic and therapeutic tools and strategies to stop TB. As a
key initiative of the Stop TB Partnership, the objectives of the GDF are to
increase access to high quality 1st and 2nd line anti-TB drugs and
diagnostics for DOTS implementation according to the Stop TB Strategy by
linking the demand for drugs and diagnostics to supply and monitoring,
competitively outsourcing services to partners, simplifying drug management,
and strengthening TB programme performance. Description of duties:
* Manage the development and implementation of the PSM work plan for the
Stockpile and Revolving Fund initiatives, including their budgets and, where
necessary, manage the outsourcing of specific products and/or activities.
* Manage the operational and strategic relations with contracted procurement
agents involved in the implementation of the Stockpile and/or Revolving Fund
initiatives including monitoring of agent performance to ensure compliance
with the GDF&Ts objectives and cost-effective supply of goods and services
to eligible clients. Anticipate problems and take timely corrective actions.
* Assume primary responsibility for the improvement of anti-TB drug supply
chain via the Strategic Stockpile and Revolving Fund initiatives, including
the development and monitoring of Standard Operating Procedures and Key
Performance Indicators for the GDF secretariat, its procurement agents and
its suppliers.
* Manage the daily activities of the procurement officers responsible for
the ordering and supply of second-line drugs to treat MDR-TB.
* Ensure effective working relations with the GDF Business Advisory
Committee, the Green Light Committee secretariat, and other counterparts as
necessary. Manage all strategic communication and be the focal point of
contact with supply partners in the private sector so as to secure or
maintain their participation in the market for these products. Develop such
communications in close collaboration with the COO, procurement officers,
GDF advocacy officer and/or UNITAID.
* Proactive identification of additional manufacturers for second line
drugs, especially in specific regions within high burden TB countries.
* Cooperation with outside technical partners in order to ensure, that the
necessary quality standard is assured.
* Provide input into the development of policy documents related to PSM
operations.
* Manage RFP for second line drugs.
* Undertake international duty travel missions in relation to the position
or as requested by the COO.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced degree in medicine, management or business
administration.
Desirable: Training or practical experience in procurement and supply chain
management of pharmaceuticals and related health products. Skills:
Demonstrated experience in managing staff. Ability to travel essential.
Excellent analytical, planning, negotiation, cross-cultural and
organizational skills. Proven experience working independently under minimal
supervision. Demonstrable experience working as part of a multi-cultural
team. Excellent interpersonal skills. Good presentation skills. Integrity
and mature judgment. Good negotiation skills. Knowledge of WHO's technical
work and business systems an asset. Computer Literacy particularly in
relation to data analysis, database and Excel proficiency. Knowledge of GSM
an asset.

Experience:
Essential: At least seven years of practical experience in international
supply management of pharmaceuticals and related health products in a large
international organization or large private sector company. Experience in
pharmaceutical industry essential. Experience in working effectively with
various organizations, including UN agencies, donors and private sector
companies. Experience in managing teams.
Desirable: Experience working in developing countries and WHO. Knowledge of
various tools, processes, standards and principles related to the
procurement of health products (pharmaceuticals and diagnostics) and to drug
management. Languages:
Excellent knowledge of English required. Working knowledge of another UN
language would be desirable. Additional Information:

US$66,482 at single rate
US$71,393 with primary dependants Post Adjustment: 75.1 % of the above
figure(s). This percentage is to be considered as indicative since
variations may occur each month either upwards or downwards due to currency
exchange rate fluctuations or inflation.
