OBJECTIVES OF THE PROGRAMME :
The Stop TB Partnership was created to realize the goal of the elimination
of TB as a public health problem and, ultimately, to obtain a world free
of TB by ensuring that every TB patient has access to effective diagnosis,
treatment and cure; stopping transmission of TB; reducing the inequitable
social and economic toll of TB; and developing and implementing new
prevention, diagnostic and therapeutic tools and strategies to stop TB.As
a key initiative of the Stop TB Partnership, the objectives of the GDF are
to increase access to high quality 1st and 2nd line anti-TB drugs (and
related supplies) for DOTS implementation according to the Stop TB
Strategy by linking the demand for drugs to supply and monitoring,
competitively outsourcing services to partners, simplifying drug
management, and strengthening TB programme performance.
Description of duties:
Implement all activities where applicable as per GDF Procurement and
Supply Management SOPs, Quality Assurance Policy and Key Performance
Indicators; work with GDF team leaders and develop new SOPs for operation
of a stockpile for 1st line drugs, another for 2nd line drugs and for a
Strategic Revolving Fund whereby eligible TB programmes can order drugs
from GDF while awaiting their own funds. Manage the stockpiles and
Strategic Revolving Fund, and monitor that SOPs are being followed
correctly. Serve as back-up for operational procurement officers as
needed. Assist the team leaders with the development of forecasts on
country demand for internal and external stakeholders and partners. Work
with team leaders to coordinate with the Global Fund and other
stakeholders on harmonized forecasting, drug price reporting and quality
control
procedures. Collect, collate and analyze reports including stock position
reports from suppliers and agents. Provide procurement related data for
GDF donor reports and internal reports. Participate in meetings of the
procurement sub-teams, GLC secretariat and meetings with partners internal
and external to WHO. Travel on behalf of GDF to meet and/or engage
procurement stakeholders, as requested by the team leaders. Other tasks as
assigned by the COO and sub-team leaders.
REQUIRED QUALIFICATIONS
Education:
Essential:
Advanced university degree or equivalent professional qualification in
management, business administration, finance, international development
/relations, sciences.
Desirable:
Equivalent of logistics management particularly in pharmaceuticals and
public health.

Skills:
Excellent planning and organizational skills, attention to detail,
understanding of logistics, ability to multi-task, ability to work
effectively under pressure and meet deadlines, cultural sensitivity,

Experience:
Essential:
5 years of relevant experience in international development, private
sector or equivalent. Experience:
in working effectively with various organizations such as UN agencies,

At least 3 years country level experience.
Languages:
Excellent knowledge of English and a good working knowledge of French
desirable.
