Introduction
Objectives of the Programme
WHO's mission in essential drugs and medicines policy is to help
save lives and improve health by closing the huge gap between the
potential that essential medicines have to offer and the reality that for
millions of people particularly the poor and disadvantaged medicines
are unavailable, unaffordable, unsafe or improperly used.
Reliable health and supply systems is one of the four components of
the access to essential medicines framework focusing on the delivery
of pharmaceutical products and services throughout the national
health care system. Considerable funds and related activities are
generated especially in the priority disease programmes (HIV/AIDS,
Malaria, and TB). In addition, the Global Fund to fight AIDS, TB and
Malaria puts emphasis on strengthening the supply component.
Although some supply strategies appear to work well, clear guidance
is unavailable for governments on how best to choose among various
supply systems. A systematic review and analysis based on a multi-
country study of government medicines supply systems is needed.
The results could be used to generate practical guidance for
governments, especially in Africa, seeking to improve medicines
supply strategies.
Description of duties
1. Assist in the management of the project on "effective medicines
supply strategies in Africa" and coordinating this work with the
Regional Offices involved and other UN partners.
2. Establish a database on effective procurement, supply and
distribution systems with collected information from public,
private-not-for-profit organizations in developing countries.
3. Draft guidelines on best practices of medicines supply based on
the findings of the multicountry study.
4. Organize a regional consultative meeting in Africa on effective
medicines supply strategies to discuss the draft guidelines.
5. Finalize the draft guidelines and best practices of medicines supply
for publication.
Qualifications required:
Education
Basic degree in pharmacy, and a postgraduate diploma or degree in
public health, health care management or related field.
Skills and Competencies
1. Proven ability to compile and analyse data and to draft reports in a
precise and concise manner.
2. Computer literacy and basic knowledge in the maintenance of
databases.
3. Creative personality, ability to work independently.
4. Ability to adapt to diverse levels of supply systems development
and cultural backgrounds.
5. Ability to work in an international environment, and to coordinate
work across several agencies.
Experience
At least five years' practical experience in medicines supply and
distribution in one or more developing countries; work experience in
supply assessment and in an international organization would be an
asset. Experience in conducting operational research, quantitative
and qualitative analysis of supply systems with the ability to collect
and analyse supply, management and financial data to assess
system performance.
Languages
Excellent knowledge of English or French, with a good working
knowledge of the other language.

Annual salary (Net of tax)
US$ 58,041 at a single rate.
Post Adjustment: 46.50 % of the above figures. This percentage is to
be considered as indicative since variations may occur each month
either upwards or downwards due to currency exchange rate
fluctuations or inflation.
