INTRODUCTION:
Description of duties
The incumbent will perform the tasks described below under the general
supervision of Coordinator DAP, and with the
support and technical guidance of the DAP Technical Officer/Focal Point for
the African Region and the DAP Medical
Officer responsible for monitoring and assessing country pharmaceutical
situations. She/he will contribute to EDM/DAP
work through collaboration with WHO staff at headquarters, regional and
country offices as well as with experts and
partners (e.g. NGOs, academic institutions etc.) involved in medicines
policies.
1. WHO support to countries for implementation and monitoring of medicines
policy (50%):
a. Assist in the review and development of tools for efficient planning,
implementation, monitoring and reporting ofWHO/EDM work in countries and at
regional level.
b. Assist in setting up mechanisms and activities related to planning,
implementation, monitoring and reporting ofWHO/EDM work in countries and at
regional level. This includes regular collection and analysis of qualitative
and
quantitative information on WHO/EDM work and drafting of reports, including
for donors.
c. Assist in building country capacity to monitor and evaluate the
pharmaceutical sector, including relevant policies, byhelping conduct
training and setting up monitoring systems.
d. Support EDM/DAP work in improving collaboration with other stakeholders
involved in access to medicines incountries, including civil society
organizations.
2. Global activities on monitoring and evaluation of pharmaceutical
situations (50%):
a. Provide assistance in developing and improving tools on
general/comprehensive pharmaceutical indicator systems,
and mechanisms, including specific components/areas on access, rational use
and quality of medicines and on
disease-specific medicines indicators.
b. Assist WHO/EDM working group and expert committee on monitoring.
c. Assist in collecting, analyzing and synthesizing data and in writing and
editing reports and publications on the globalpharmaceutical situation.
d. Coordinate with IT group the maintenance and update of the WHO/EDM
database on country pharmaceuticalsituations, including improving the
quality, accuracy, and user-friendliness of the database.
3. Contribute to regular EDM and DAP activities related to medicines policy
and strategy as requested by CoordinatorDAP.
QUALIFICATIONS REQUIRED:
Education
Degree in Public Health or health-related Social Science with experience in
health statistics.
Skills and Competencies
Strong computer, statistical and/or mathematical and analytical skills. Good
communication skills and proven ability to
write clear and concise reports and to work as a team.
Experience
At least five years of international experience in health-related matters
including medicines, in developing countries and
in multicultural environments. Experience working with NGOs and civil
society networks as well as other partners involved
in the health sector, including at country level. Experience in quantitative
and qualitative research methods for monitoring
and evaluation and in using computer-based data management tools..
Languages
Excellent knowledge of English or French with a good working knowledge of
the other language.
Annual salary (Net of tax) Post Adjustment: 59.50 % of the above figures.
This
58,041 at a single rate. percentage is to be considered as indicative since
variations
may occur each month either upwards or downwards due to currency exchange
rate fluctations or inflation.
The Organization reserves the right to assign the position at the P.03 grade
if the candidate does not fully meet academic
qualifications and relevant experience.
A written test may be used as a form of screening.
