INTRODUCTION:
Objectives of the Programme
The objective of the Department of Essential Drugs and Medicines Policy is
to help save lives and improve health by developing, establishing and
promoting international norms and standards with respect to medicinal
products, and by ensuring their availability, affordability, efficacy,
safety and rational use worldwide.
Description of duties
1. Policy - Develop and implement department's objectives.
2. Resources - Manage delegated budget and other resources; mobilize
resources.
3. Management - Plan, direct, evaluate and provide guidance to the work of
the department; establish and adjust priorities; recommend, negotiate and
evaluate projects, select project staff and consultants; evaluate staff
performance.
4. Collaboration - Work with regional counterparts; provide advice on
medicines policy issues to governments, nongovernmental organizations,
academic and research institutions and other international organizations;
develop advisory approaches and information to assist in formulating
effective medicines policies and programmes at the national level;
coordinate and maintain liaison within WHO and with other organizations;
represent the Organization in area of responsibility, as assigned.
5. Develop and promote international norms and standards, specifications
and guidelines for assuring quality, safety, efficacy and rational use of
medicines, including traditional medicines, in cooperation with Member
States and external/internal experts.
6. Initiate research, training programmes, communications and other
activities to promote access to essential medicines, rational drug use, and
effective regulatory control of medicines.
7. Support Member States in the development, implementation and monitoring
of comprehensive national medicines policies and management systems.
QUALIFICATIONS REQUIRED:
Education
Ph.D or equivalent degree in medicine, pharmacy, clinical technology,
health economics. A second degree in international health, public health,
or health management is highly desirable.
Skills and Competencies
Extensive knowledge of pharmaceuticals/essential medicines policies
including management and policy issues. Demonstrated ability to lead,
motivate and supervise staff of various backgrounds and develop a team
approach to issues. Excellent negotiating skills. Ability to interact with
national and international authorities. Demonstrated ability to mobilize
resources for health programmes.
Experience
Over ten years' experience at the national level, particularly in
developing countries in area of specialization, including policy
development and management, as well as over eight years at the
international level in the direction and management of large-scale public
health programmes, particularly in developing countries. Several years of
experience in senior or executive capacity of a health programme with
decision-making responsibilities for both technical and administrative
elements of the work..
