Below please find the vacancy notice (in English and in French) for a
technical officer to be responsible for drug management and supply
strategies. We are looking for someone with business/management/public
administration training and hopefully also pharmacy or other relevant
health training. The person should have strong developing country drug
management experience, preferrably both public and private sectors. Other
specifics are in the post description. Note that the closing date is 30
December. The post says `limited duration', which is standard on all such
post descriptions. It is an extrabudgetary post, but a critical one which
we expect to continue for the foreseeable future.

Objectives of the programme:
The objective of the Action Programme on Essential Drugs is to support
Member States in ensuring the regular supply and rational use of a selected
number of safe and effective drugs and vaccines of acceptable quality at
the lowest possible cost, towards the goal of health for all.
The successful candidate will:
Coordinate DAP work in the area of drug management and supply strategies;
support Member States in establishing and maintaining effective national
drug supply systems; develop a programme of applied research related to
access, drug management, and supply strategies; develop manuals, training
materials, training programmes and other necessary tools in these areas;
ensure collaboration in these technical areas within WHO, with multilateral
agencies, with NGOs, and with other international organizations; provide
overall country programme development support for a specified number of
countries.
Qualifications Required:
Education and skills:
University degree in business administration or health care administration;
graduate training in pharmacy, public health, medicine, or a related health
field. Extensive working knowledge of all aspects of public sector drug
management and supply, including strategies, procurement, distribution,
logistics, inventory control; demonstrated ability to write clear, concise
reports, technical documents, training manuals. The following would be an
advantage: familiarity with cost sharing insurance and other financing
systems; skills in management information system design and operation;
computer skills in word processing, spreadsheets and databases.
Experience:
Extensive experience (at least 10 years) at the national and international
levels in health system management and supply management, preferably in the
area of public sector drug management; at least five years' work experience
in developing countries. Experience in developing and implementing national
drug policies and essential drugs programmes; training and experience in
applied research and private sector experience in pharmaceutical marketing
and distribution desirable.
Languages:
Excellent knowledge of English or French, with a working knowledge of the
other language. Working knowledge of Russian, Spanish or other official
language of WHO would be an asset.
Annual salary (net of tax):
US$ 56 664 at single rate and US$ 61 090 with primary dependants. Post
Adjustment: 66.7% of the above figures. This percentage is to be
considered as indicative since variations may occur each month either
upwards or downwards due to exchange rate fluctuations or inflation.
