Summary of Role
IntraHealth is seeking a Pharmaceutical Services Workforce Strengthening Specialist to work on the anticipated USAID-funded Medicine, Technology and Pharmaceutical Services project. The overall objective of the project will be to promote sustainable access to essential medicines and medicines-related services by strengthening country health systems. MTaPS follows on the Systems for Improved Access to Pharmaceuticals and Services (SIAPS) program.

The Specialist provides strategic leadership and technical support through a holistic organizational and human resources systems approach to improve and sustain the performance of the health workforce who are involved in the fields of on medicines, technology, and pharmaceuticals. This could include pharmacists, pharmacy technicians and supply chain workers, front line health workers and technicians from across the health sector.

S/he will conduct the coordination with relevant stakeholders in the provision of assistance to build the capacity and capabilities of national systems and the health workforce Along with relevant global and national-level stakeholders, s/he will support the identification and development of effective strategies for building human resource capacity while considering the organizational, policy, systems, and other context for the capacity development. S/he will also identify short-term technical assistance needs and find ways of meeting these, and monitor and report on short-term technical assistance assignments.

This position will be based at the project headquarters in Washington, DC.

Essential Duties:

  * Support countries to use a holistic systems approach to assess health workforce performance gaps with regard to the safe, appropriate and efficient use of medicines, technologies and pharmaceutical services (MTAPS) and identify the fundamental causes of performance challenges at organizational, educational and individual levels.
  * Support countries to implement key workforce systems strengthening approaches (including planning, policy, management, education, retention, productivity, and performance) to address performance barriers in support of developing a resilient health workforce that can maximize the effective and efficient uses of MTAPS.
  * Support in-country program teams in problem-solving workforce issues and ensuring that international standards in workforce development for all aspects of MTAPS are applied.
  * In collaboration with others, foster communication, sharing, and learning on health workforce topics and successes across countries. Ensure lessons learned in strengthening the MTAPS workforce are captured and disseminated broadly within the project, in IntraHealth and globally through external publication and presentation.
  * Develop, write, and review documents such as: strategy papers, programmatic reports, articles and presentations and technical briefs. Work in close consultation with other program and country-based technical advisors and staff.
  * Regularly review and stay current on international and domestic advances in MTAPS and broader health workforce issues and make recommendations on how to apply the most up-to-date and relevant practices to the project.
  * Provide updates to field staff as needed, using an array of communication approaches appropriate to specific country settings (e.g. teleconferencing, posting to portal pages or email, travel and one-on-one consultation.)

MINIMUM REQUIRMENTS
Education & Experience

  * PhD in Health Workforce Management, Public Health, Health Policy, Organizational Development, or a related field with 6 years of relevant experience, a Master's degree in a related field of study and 10 years of relevant experience, or a Bachelor's degree with 14 years of relevant experience.
  * Relevant experience required in conducting the design, development, and evaluation of systematic approaches to build the capacity of individuals and organizations in a wide variety of pharmaceutical and health commodities fields
  * PhD or Master's is strongly preferred.
  * Experience in implementing projects focused on health systems strengthening, capacity building of local governments, and pharmaceutical services management.
  * Experience facilitating country, regional, and global coordination of planning and implementation of technical assistance activities.
  * Fluent in written and spoken English.
  * Fluency in Spanish and/or French preferred.

Qualifications
Education Required
Bachelors or better in Health Sciences or related field.

Preferred
Masters or better in Public Health or related field.
PHD or better.
