(1)Australian Team Leader/Management Adviser
Base: Port Moresby, Papua New Guinea
Duration of Assignment: 12 months

Qualifications:

Post-graduate qualifications in a field relevant to health management
such as a Master in Public Health (MPH).

Experience:
Essential:
1. Demonstrated achievement and competence in health services
management, and associated information systems.
2. High level experience in pharmaceutical services management and
budgeting/ financial management.
3. Previous work in developing countries, preferably as a project
team leader or health ministry section head.

Highly desirable:
1. Experience in pharmaceutical procurement and distribution.
2. Education and training capability.
3. Experience in planning, coordinating and delivering pharmaceutical education
4. Experience in information systems management
5. Experience in developing and implementing national drug policy and
teaching rational drug use

6. Demonstrated capacity to work in a difficult environment with a
limited number of well-trained and experienced personnel.

Duties:

As Australian Team Leader (ATL)
Responsible to the Australian Project Director for:
1. Efficient and effective management of the project for the
achievement of project objectives and outputs.

2. Maintaining close collaboration with the PNG Project Director in
all matters affecting the management of the project.

3. Establishing and operating the management, monitoring and
evaluation systems required for the project.

4. Close liaison with AusAID, Port Moresby, on all matters affecting
project management and relationships with the Government of PNG.

5. Establishing personnel and financial management procedures which
fulfil the requirements of AusAID and the managing agent.

6. Ensuring close coordination with WHO, ADB, other donor agencies
and AusAID to facilitate project coordination and minimise areas of
possible overlap.

7. Preparation or oversight of the preparation of specifications for
equipment and supplies to be procured under the project.

8. Facilitation of the arrangements for trainees and students
attending training courses and practical attachments in PNG.

9. Ensuring that the gender needs and concerns are given full attention in a=
ll project activities.

10. Ensuring that all reporting requirements for the project are fulfilled i=
n an efficient and timely manner.

As Management Adviser

1. Conduct a review of the mission, strategies, tasks, planning,
budgeting, organisation, and management of the Medical Supplies
Branch.

2. Using participatory and consultation processes, identify and
prioritise issues for improvement, and write a plan for strengthening
management. The plan to include responsibility for, and management
of, the National Drug Policy.

3. Advise and assist in establishing and implementing the new medical
supplies system.

4. Advise and assist in implementing a monitoring and evaluation
system for the medical supplies system.

5. Identify and recommend to the Project Director management
development needs and opportunities.

6. Advise and assist the Deputy Director, Medical Supplies and
his/her staff in implementing the agreed program of development.

7. Assess progress in management development in MSB and report to the
Project Director.

(2)Pharmacist

Base: Port Moresby, Papua New Guinea
Duration of Assignment: 12 months

Qualifications and experience:

Essential

1. Appropriate tertiary qualifications and registration as a
pharmacist in Australia;
2. Considerable hospital pharmacy experience;
3. Thorough understanding of modern inventory management;

Desirable
4. Previous work in a developing country.

Duties:

1. Visit health facilities throughout four agreed provinces to:
  a.. determine their medicine needs;=20
  b.. introduce in-service training programs and work with pharmacy staff in
  c.. establishing pharmaceutical stock management systems;
  d.. introduce concepts of rational drug use;
2. In conjunction with other project pharmacists, counterparts, the AS (Medical

Supplies) and the Head, MSB:

   a.. determine the funding required to support pharmaceutical
provision for the four provinces at a defined level of service
   b.. review the medical supplies catalogue against morbidity and
mortality data and assist in establishing a revised essential drug
list for PNG;
   c.. assist in establishing a limited list of non-catalogue drugs
which may be purchased from cost recovery funds at hospital level;
   d.. work with the Pharmacy Advisory Committee (PAC) to establish
terms of reference for monthly meetings;
   e.. convene meetings of retail pharmacists to establish a
professional association of pharmacists and to explore means of
collaboration between the public and private sector pharmacy services;
3. Utilising WHO training materials, hold workshops for pharmacy
staff and health facility staff, to train them in the basics of stock
management, prediction of requirements based on usage data, forward
planning and submission of pharmaceutical orders;

4. In conjunction with existing pharmacy technicians/pharmacists run
simple drug utilisation review studies so that the skills to
undertake this function are transferred to local staff;
