PNG vacancy: Procurement Adviser - Pharmaceutical Upgrade Project,
Papua New Guinea
ACIL Australia Pty Ltd currently manages the PNG Pharmaceutical
Upgrade Project (PUP). The goal of this AusAID funded project is to
improve the health of the people of PNG by preventing and treating
disease through the availability and rational use of safe, effective,
good quality and affordable medicines.
This position will develop and strengthen the procurement process and
the capacity of National Department of Health (Medical Supplies
Branch) in implementing procurement procedures to ensure that drugs
and medical supplies of good quality are consistently available to
health facilities within PNG.
Activities:
� Further develop and strengthen the procurement process and the
capacity of MSB staff to implement the procurement procedures to
ensure consistent availability of good quality drugs and medical
supplies.
� Monitor and support MSB in implementing the procurement process for
1-2 cycles.
� Develop and implement tools and processes for prioritising and
monitoring drugs and medical supplies in the environment of limited
resources for procurement e.g. establishing a VEN list, establishing
an "early warning system" for monitoring availability of vital
supplies etc.
� Collaborate with the Area Medical Store Managers and the Technical
Adviser for the AMS to develop and implement systems related to
monitoring drug and medical supplies usage, availability, quality,
and wastage.
� Promote the review of the Medical and Dental Catalogue by the
Pharmaceutical Advisory Committee in relation to the types of drugs
and items in the catalogue, the levels of care at which they are to
be used and listing appropriate specifications.
� Be a mentor to the Director of MSB in relation to MSB's role in
implementing the National Drug Policy.
Competencies and Experience:
� Experience in international procurement of pharmaceuticals.
� Experience in institutional strengthening projects in developing
countries is desirable
