Artsen zonder Grenzen (MSF-Holland) is an international organization, which
offers humanitarian medical aid to victims of emergency and chronic crises
and speaks out for their cause. The logistics department plays a key role
in providing technical and logistical support and in supplying drugs,
medical material and non-medical material to the field projects. The
department consists of the Procurement Unit and the Field Support Unit.
With immediate effect Artsen zonder Grenzen has a vacancy for a
PHARMACIST (100%) based in Amsterdam
Position
As a member of the tactical procurement team, the pharmacist reports
directly to the coordinator of the Procurement unit of the Logistics
department. Together with the pharmacist in the Public Health Department
(PHD) s/he is part of the MSF international pharmacist network and a
counterpart to the pharmacists of the MSF supply centers in Belgium and
France (MSF Supply and MSF Logistique respectively).
Medicines supplied to the projects of MSF in the field should be evaluated
according to the MSF qualification scheme agreed by general and medical
directors. Each medicine is assessed by MSF pharmacists against agreed
technical criteria and its validation is endorsed by section pharmacists
and the international coordination (and medical directors when necessary).
This system is already applied for drugs purchased and stocked by MSF
Supply and MSF Logistique and exported to the field missions. Pharmacists
in procurement centers are key actors in the assessment process in close
collaboration with the international coordinator who is responsible of the
implementation of the MSF qualification scheme. MSF-Holland, however,
procures directly on (field) order at several different pharmacy
wholesalers and directly from manufacturers. Where these suppliers offer
products of which the quality has not yet been assessed through the MSF
qualification system, this poses obvious concerns over their compliance to
MSF International quality assurance requirements.
The purpose of the position is to satisfy this compliance for the short and
long term in MSF-H pharmaceutical procurement, in particular in the context
of long-term framework contracts with MSF-H main suppliers of
pharmaceutical products. The pharmacist will be also in charge of the
pharmaceutical license delivered by the Dutch authority.
Main responsibilities:
Harmonization of MSF's international supply:
- Define further/ implement the strategy for collaboration with MSF-H's
medical suppliers towards compliance with the MSF qualification scheme
for pharmaceuticals
- Set-up and evaluate product dossiers in collaboration with MSF
suppliers, the pharmacist coordinator and the other MSF pharmacists
- Define quality standards for surgical equipment and other medical
materials in collaboration with medical staff of PHD
- In close collaboration with the section pharmacist, source appropriate
quality supplies and negotiate good delivery conditions as part of
ongoing operational procurement activities.
Follow-up of MSFH's pharmaceutical license:
- Supervise the maintenance of the requirements linked to the status of a
pharmaceutical wholesaler
- Be the responsible pharmacist for the Dutch pharmaceutical wholesale
license of MSF-Holland
- Regularly update the quality manual of procedures (related to the
pharmaceutical wholesale license)
- Supervise the maintenance of good distributing practices (GDP) in the
MSFH warehouse
- Organize and control the complaints and recall system
MSF International:
- Take part in the MSF international pharmacist group with the aim to
assist in defining standards and procedures related to international
purchase of pharmaceuticals and medical materials and facilitate their
implementation.
- Take part in the setting up of product dossiers and their evaluation
together with MSF pharmacists involved in product dossier assessment.
- Develop collaboration and work relationship with the pharmacists of MSF
Supply Centers
- Participate to worldwide manufacturer audits together with
MSF-appointed good manufacturing practices (GMP) experts or perform
technical/monitoring visits to manufacturers on behalf of MSF.
Profile
We are looking for a qualified pharmacist with experience in quality
assurance and procurement of pharmaceuticals. Knowledge of good
distributing practice requirements and work experience in the
pharmaceutical industry is an asset. The candidate should have an interest
in the organizational context of MSF and be available to perform worldwide
audits, to travel incidentally to the field and internationally to other
MSF partners. Computer skills and fluency in English are essential next to
advisory skills, initiative and a result driven approach. Knowledge of
French and Dutch is highly preferred.
We offer
A contract for one year with a renewal option based on a fulltime
appointment in salary grade 6, with a gross monthly salary between Euro
2.730 and Euro 4.042 depending upon relevant professional experience and
based upon a 40-hour working week. Other benefits include 30 holidays and a
premium free pension.
