In France we have guidelines published by le college des economistes de la
sante :
"Recommandations de bonnes pratiques des m�thodes d'�valuation �conomique
des strat�giques th�rapeutiques ". You can find the text at :

The authors are quite all french health economists (mostly university
members) involved in economic evaluation.
Quite all economic evaluation of pharmaceuticals studies are funded by
companies. People debate more on methodological grounds, and not on
usefulness of these studies (what are they for, what impact on decision
process in France).
