It will be difficult to find a "fit for all" audit
tool for Africa but you could start with looking at
the Good Pharmacy Practice inspection questionnaires
from the South African Pharmacy Council at

see:
-Inspection questionaire for hospitals and pharmacies
-Inspection questionaire for community pharmacies
-Inspection questionaire for wholesale pharmacies
Several items on these are obviously South African
specific, but general questions on premises
cleanliness, equipment avaialable will give you some
good directions on what too look for.
You should also contact the national Drug Regulatory
Authority and see their specific requirements on
operation of pharmacies and services provided and any
specific requirements for veterinary pharmacies.
