Vacancy Announcement for Project Management Advisor
Background
The Ministry of Health (MoH), Food and Drug Department (FDD) has been
awarded a total of about eight millions USD over 5 years as part of the
Round 6 and Round 8 Grant from the Global Fund to fight HIV and AIDs,
Tuberculosis and Malaria (GFATM). The aim of the project is to decrease
the use of counterfeit and substandard anti-malarial medicines and
related antibiotics; and to ensure good quality medicines and overall
drug management, and to Improve efficiencies of quality assurance
(registration, inspection, sampling and testing, good manufacturing,
storage, distribution and pharmacy practices, and regulatory processes)
related to the successful treatment of HIV/AIDS, Malaria and Tuberculosis.
The Principal Recipient (PR), Department of Hygiene & Prevention,
together with the Food And drug Department (FDD) of the Ministry of
Health are responsible for the implementation, coordination, supervision
and preparation of both financial and programmatic reports to the Global
Fund Secretariat in Geneva and the Local Fund Agency (LFA) in Vientiane.
In addition, FDD is the Sub-Recipient responsible for the implementation
of the grants at provincial, district and village level.
To ensure an efficient and cost effective management of the mentioned
grants, the PR office is reinforcing its present team by opening a
position as Project Management Advisor based in the FDD. The candidate
will have to assist FDD and its network in planning, budgeting, advising
in project implementation, supervision, M&E and reporting of activities.
He/she will have to assist FDD with their interaction with the GFATM/LFA.
Responsibilities
In coordination with the FDD team and in close collaboration with the
FDD Coordinator for the R6, R8 GFATM, assist the FDD in:
1. Programme management, including the preparation and finalization
of annual and quarterly work plans, budgets and periodic
performance reports in accordance with the GFATM/LFA.
2. Monitoring and evaluating the project implementation, including
elaboration of protocols/checklists/training needs to ensure the
consistency and reliability of data reported to GFATM and to
achieve targets defined with GFATM for key indicators.
3. Policy and strategy development to follow WHO global/regional
policies and strategies.
4. The procurement of health and non-health products according to
needs of the programme and in the elaboration of its distribution
plans.
5. The identification of Technical Assistance needed for the
implementation of the GFTAM FDD program.
6. Preparing GFATM proposals for future rounds.
Qualifications and required experiences:
1. A valid University degree in Social Sciences or equivalent. A
Master degree in Public Health and/or Pharmacy will be considered
an important asset.
2. Ability to support project management, capacity building as well
as design and implementation of Monitoring and Evaluation (M&E)
systems. Proof of experience and transfer of skills to national
staff in these areas is an important asset.
3. Experience in effectively working with Government institutions as
well as international development organizations
4. Be able to advice on handling budgets, progress reports, periodic
disbursement requests, and financial management in general. Having
done this elsewhere in context of other GF projects will be
considered an important advantage
5. Previous experience in planning and management of health projects
from central to the province and district *in Lao PDR* will be
considered as an advantage.
6. Experience in or knowledge of quality assurance systems for
pharmaceuticals including law & medicine regulation, enforcement,
quality control, medicine information and rational medicine use
principles will be also considered as an advantage.
7. Team leadership spirit and able to work in team and under
demanding conditions.
8. Excellent English written and spoken language skills. Excellent
communication and presentation skills.
9. Extensive knowledge of Excel, Word, PowerPoint presentation and
Internet.
This position is located at the MOH in Vientiane and is a full time
contracted position for 1 year with possible extension. A probationary
period of six months applies. Some travel to Provincial Health
Departments will be required throughout the project.
